开源节流创建安徽油菜生产“双全万元”新模式

摘 要：为了改变油菜生产成本高、效益低、种植积极性不高等现状，实现油菜增产增收，该文综合前人的研究成果，系统探讨了挖掘油菜多功能潜力和油菜轻简化栽培技术优势以及高附加值油菜产品的开发利用，提出了开源节流创建安徽油菜产业的“双全万元”新模式。在该模式指导下，通过全产业链开发和全价值链挖掘，实现“油菜亩综合产值达万元”的目标。

Abstract： In order to change the production of rape that there is a high cost， low efficiency， planting enthusiasm is not high status quo， to achieve rape production and income. Based on the research results of previous research， this paper discusses the multi-functional potential of rapeseed and the technical advantages of light and simplified cultivation of rape， as well as the development of high value-added rape products. This paper puts forward the new model of “Two whole industry chains gain 10，000 yuan” of Anhui rape with “open source thring” as the theoretical guidance. Under the guidance of this model， through the whole industry chain development and full value chain excavation， the realization of Anhui Wangjiang County demonstration area rape mu comprehensive output value of 10，000 yuan.

油菜是我國主要的油料作物之一，近些年来，随着我国经济的快速发展以及人们生活水平和生活成本的不断提高，引起了农资产品价格和劳动力价格的提高。油菜种植生产成本的提高导致农民劳动生产率下降[1]，造成传统的油菜生产方式种植效益低下。综合前人的研究结果[2-6，13]，本文提出以提高经济效益为目标，从开源节流2个方面，探索油菜“双全万元”生产新模式，实现油菜增产增收。一方面，通过合理开发油菜的多种功能，实现“一菜多用”，改变传统油菜油用单一用途，提高油菜的种植效益，即开源;另一方面，通过油菜轻简化栽培取代传统的育苗移栽的种植方式节约成本，即节流。“双全万元模式”是中国农科院王汉中院士指出的，就是油菜种植规模以乡镇为单位，在油菜全产业链开发和全价值链挖掘下，以油菜轻简化栽培和油菜多功能利用为手段，实现以全区域（乡镇、县）、全链条（产、供、销全产业链）“油菜亩产值超万元”的目标。……
