石油物资区域采购探索与实践研究

摘  要：集中采购方式是大型集团化企业降低采购成本的有效手段，已经成为企业获得竞争优势的有力保障。为了与中石油集团公司合规、质量、效率以及降本增效要求相适应，探索通过区域采购这一新的采购模式，既发挥集团公司集中采购规模优势，又兼顾各分公司物资需求特点，提高市场反应效率和精益保供水平。区域采购方式可以灵活多样，多种方式组合，解决集中采购和及时保供矛盾，进一步发挥采购供应链协同效应、规模效应，提高采购供应链整体效率和服务水平，实现开源节流降本增效。

Abstract： The centralized procurement is an effective means to reduce the procurement cost of large-scale enterprises， which has become a strong guarantee for enterprises to obtain competitive advantages. In order to meet the requirements of compliance， quality， efficiency and cost reduction and efficiency increase of CNPC， the new procurement mode of regional procurement is explored， which not only brings into play the advantages of centralized procurement scale of CNPC， it also takes into account the characteristics of the material demand of each branch， and improves the market response efficiency and the level of lean supply. Regional procurement methods can be flexible and diversified， and can be combined in a variety of ways to solve the contradiction between centralized procurement and timely supply， further exert the synergy effect and scale effect of the procurement supply chain， and improve the overall efficiency and service level of the procurement supply chain， to realize open source， economize， reduce cost and increase benefit.

1  推进石油物资区域采购的背景与意义

通过梳理近两年集团公司采购管理规定、重要专业会议精神和企业采购需求情况，在目前采购管理形势下，推进区域采购具有一定内生要求和采购管理对标提升需求，对推动采购模式创新具有重要意义。

1.1  推进石油物资区域采购的背景

1.1.1  集团公司物资采购发展要求。“十三五”发展规划纲要指出，物资采购与招标业务必须把创新摆在发展的核心位置，更加注重完善采购管理链条，更加注重制度实施效果，更加注重采购绩效，让创新成为推动服务共享、提质增效的新动力。全面推进集团化采购，进一步提高国内物资采购两级集中度，深化二级物资集中采购管理，推进二级物资区域化集中采购。
