供需平衡视角下的突发事件档案管理

摘 要：突发事件档案在留证、存史、资政和宣传教育方面具有特殊的价值，但突发事件档案资源的供需不平衡，制约了突发事件档案价值的充分实现。文章从突发事件的档案资源储备和需求特点出发，分析了突发事件档案分散保管与应急需求、零散保管和全面需求、属地保管与异地需求等供需之间的矛盾，提出构建“求全责备”的档案资源体系，选择“主体全宗”为主的档案管理模式，建立“专题化”的突发事件档案利用目标等策略，来应对突发事件档案的供需矛盾。

Abstract： Emergencies archives are of special value in terms of Leaving evidence， keeping history， supporting decision and publicity education. However， the imbalance between the supply and demand of emergency archive resources restricts the full realization of the value of emergency archives. This article starts from the characteristics of the resource reserve and demand of emergencies archive， Analyzes the supply-demand contradiction between the decentralized storage and emergency requirements， scattered storage and overall demand， local storage and remote demand， etc. and proposes to construct all-round archive resource reserves， choosing suitable archive management mode， and establishing utilization-oriented targets to cope with the contradiction between supply and demand of emergencies archives.

突发事件是指突然发生，造成或可能造成严重社会危害，需要采取应急处置措施予以应对的自然灾害、事故灾难、公共卫生事件和社会安全事件[1]。突发事件具有突发性、复杂性、破坏性、持续性等特点，按照社会危害程度、影响范围等因素，分为特别重大、重大、较大和一般四级。

突发事件档案，指在应对突发事件过程中直接形成的对国家和社会具有保存价值的各种文字、图表、声像等不同形式的历史记录[2]。突发事件档案是国家档案资源体系的重要组成部分，对于总结突发事件的规律和经验、实现档案存史、资政、育人的价值具有重要的意义。2020年6月修订的《中华人民共和国档案法》明确要求“国家档案主管部门应当建立健全突发事件应对活动相关档案收集、整理、保护、利用工作机制”，使建立健全突发事件档案的管理工作机制成为一项法定要求。……
