基于系统动力学的新型职业农民培育精准实施研究

摘  要：为优化新型职业农民培育系统，使新型职业农民的培育做到精准实施。文章通过建立新型职业农民培育系统动力学模型并对其进行仿真与实证分析，比较了需求主体、供给主体、政府部门的相关参数不同情况下的变化，结果表明新型职业农民培育精准实施需从精准人群、精准培训和精准补贴入手，为新型职业农民培训教育提供了系统动力学思路。

Abstract： In order to optimize the training system for new-type professional farmers， the cultivation of new-type professional farmers can be implemented accurately. Through the establishment of a new type of professional farmer cultivation system dynamics model and simulation and empirical analysis， compared the changes of the relevant parameters of the main body of demand， supply and government departments under different conditions， the results show that in order to achieve the precise implementation of the new professional farmers， we must start with the precise crowds， precise training and precise subsidies. This research provides system dynamics ideas for cultivation of new-type professional farmer.

我国正处于社会转型发展的关键时期，新型农业经营主体大量出现，导致新型职业农民水平参差不齐、教育需求各异，同时也带来了新型职业农民教育无序化、教育需求得不到满足、教育资源白白浪费等问题。为顺应新常态发展改革的要求，推进我国新农村建设，必须做好各類型的新型职业农民的培育工作，提高培育的质量，将资源投放给需要的人，即“将对的东西给对的人”。因此，研究我国新型职业农民培育的精准实施具有重要的现实意义。

国外对职业农民教育的研究可追溯到18世纪，我国的农民教育研究则开始于20世纪。为提高新型职业农民培育效率，学者们对韩国[1]、美国[2]和欧盟[3]等发达地区的职业农民培训体系、法制化建设、经费来源及培训方式等方面进行了定性分析。Chrysanthi[4]视农民为教育消费者，具体分析了教育质量与农民愿意花费的时间关系。Mohapatra Rangalal[5]揭示农民教育和甘蔗生产利润率的关系并开发了相应的模型估计产量。……
