基于地理国情普查成果的环境监测实践

摘要：生态环境的现状已更加得到人们的重视，相关的保护工作已渐渐处于战略性地位。此文将对生态环境监测研究成果进行简要的阐述，再结合《全国生态环境监测与评价技术方案》的技术标准，以地理国情普查以及监测成果为基础，通过结合专业数据、专业的作业流程——影像处理、数据融合与消除、变化信息检测和数据更新、野外核查、生态环境状况指标计算等，开展区域性生态环境监测与评价，促进测绘地理信息成果的科学应用。

Practice of Environmental Monitoring Based on the Results of Geographical Conditions Census

Abstract： The current situation of ecological environment has been paid more and more attention， and the related protection work has gradually been in a strategic position. This paper will briefly describe the research results of ecological environment monitoring， and then combined with the technical standards of "national ecological environment monitoring and evaluation technology program"， based on the geographical conditions census and monitoring results， through the combination of professional data， professional operation process image processing， data fusion and elimination， change information detection and data update， field verification， ecological environment monitoring In order to promote the scientific application of the results of Surveying and mapping geographic information.

十八大报告中首次提出了“经济建设、政治建设、文化建设、社会建设、生态文明建设”五位一体建设的建设方向，其中生态文明建设，更是让我们人与自然、人与生态的关系朝着更加和谐的方向发展。生态文明建设的第一步就是对生态环境进行评估，然而在相应的生态环境评价中，其所采用的土地利用数据仍然不够精细，最终会影响到评估的准确性^[1]。基于此，本文先回顧近年来学术界对生态环境监测的相关研究成果，继而探索基于地理国情普查成果的广西生态环境监测与评价，通过结合专业数据、专业的作业流程，运用影像处理、数据融合与消除、变化信息检测和数据更新、野外核查、生态环境状况指标计算等功能，提高评价工作的科学性、规范性和高效性^[2]。

“广西生态环境监测与评价”项目主要来源于自治区环境监测中心站，是自治区生态环境监测与评价工作的重要组成部分，主要是基于最新的高分辨率卫星遥感影像数据，开展自治区生态环境质量现状和动态变化监测，并对其动态变化趋势进行分析评价，以持续推进自治区生态文明建设。……
