输变电工程全过程工程咨询内容和管理工作分析

【摘  要】隨着社会经济的不断发展，人们的生活水平日渐提高，群众和社会对电能源需求也越来越旺盛，促使我国电力系统发生了巨大的发展，输变电在生活中占据了较为重要的地位。论文结合我国目前输变电工程咨询服务和管理工作，探究输变电工程全过程工程咨询内容和管理工作中的难点，并提出相应对策，以此提升输变电工程全过程咨询、管理水平。

【Abstract】With the continuous development of social economy， people's living standards are improving day by day， and the demand for electricity and energy from the masses and society is becoming more and more vigorous， which has led to the great development of China's power system. Power transmission and transformation occupies a more important position in life. Combined with the current consulting services and management work of power transmission and transformation engineering in China， this paper explores the difficulties in the consultation content and management work of the whole process of power transmission and transformation engineering， and puts forward corresponding countermeasures to improve the level of the consultation and management of the whole process of power transmission and transformation engineering.

1 引言

根据《国务院办公厅关于促进建筑业持续健康发展的意见》（国办发[2017]19号）文件精神，国家电网有限公司选取多个地点开展试点，积极开展工程咨询模式和管理模式的探索与创新。创新电网基建工程实施方案，达到优化管理模式的目标，以此适应输变电工程全过程工程咨询模式需求。输变电工程具有项目储备周期长、系统组成复杂、协调工作量大、建设规模大等特点，且对技术、质量、专业等方面提出了更高要求，相比于其他行业，输变电工程全过程工程咨询内容和管理工作具有一定特殊性，无法实现咨询管理模式的照搬。因此，必须根据输变电工程的建设特点，在试点实践的基础上，积极进行理论研究。

2 全过程工程咨询管理的内涵

全过程工程咨询是为工程建设项目的前期项目策划及其运行等提供咨询服务，其服务内容涉及工程项目的全生命周期的各个方面。全过程工程咨询服务可采用多种模式相组合的形式形成新的组合模式，通过提供咨询服务，为项目决策、实施和运营提供合理化建议。……
