售电市场放开背景下电力市场交易分析

【摘  要】從国内电力市场的现状来看，若想保证运作更为稳定，交易、结算机制是不可或缺的条件，其对市场运营结果会产生较大的影响，因而要构建起更为完善的机制方可使得电力市场保持平稳发展，进而使得市场主体的利益维护目标真正达成。论文对售电市场中的交易现状展开深入探析，在此基础上寻找到切实可行的交易路径，以期电力市场能够保持更为稳健的发展。

【Abstract】From the current situation of domestic electricity market， if we want to ensure the operation is more stable， the transaction and settlement mechanism is an indispensable condition， which will have a great impact on the market operation results. Therefore， it is necessary to build a more perfect mechanism to maintain the steady development of the electricity market， and thus the goal of safeguarding the interests of market players can be truly achieved. This paper carries out a deep analysis of the current trading situation in the electricity market， and finds a feasible trading path on this basis， so as to maintain a more stable development of the electricity market.

1 引言

我们国家对电力市场运营的重视程度是较高的，国务院专门下发了电改文件，明确了改革工作的具体方向，力争做到有效推进电力资源的合理配置，促进市场公平竞争。但是，从售电市场的开放现状来看，两头已经开放，效果并不是十分理想，这就导致新电改无法顺利实施。对于电力交易机构来说，要切实履行好经营、协调职责，才能对市场格局进行合理调整，保证市场竞争力切实增强，进而使得新电改政策真正落实到位。

2 售电市场放开对电力市场交易的影响

2.1 电力交易机构功能转变

一是经营目标转变，在过去很长一段时间内，盈利是电力交易机构所要达成的经营目标，而现在则要以公益为主，应承担起社会职责。二是机构性质转变，原先属于内设部门，现在变成了子公司。三是职能转变，在整个售电市场中扮演着监管角色，针对企业交易展开有效监管，从而保证市场维持良好的运行状态。……
