基于陆海统筹的海洋功能区划实施评估研究

摘要 以宁波市为研究区域，基于陆海统筹角度，从海洋功能区划目标实现情况、海洋功能区划实施效益情况、海洋功能区划保障措施落实情况3个层次出发，选取18项评价指标，对宁波市海洋功能区划实施状况进行了评估。评估结果表明，宁波市海洋功能区划实施总功效系数F=0.65，功能区划实施效果为二级，海域使用比较协调。依据评估结果和目前实施管理过程中出现的问题，对后续国土空间规划实施提出了可行性建議。

Study on the Implementation Evaluation of Marine Functional Zoning Based on Land and Sea Overall Planning—Taking Ningbo as an Example

Abstract Taking Ningbo City as the research area，based on the land and sea overall planning perspective，from three levels of marine functional zoning target completion，marine functional zoning implementation benefits and marine functional zoning safeguard measures implementation，18 evaluation indicators were selected to evaluate the implementation status of marine functional zoning in Ningbo City.The evaluation results showed that the total efficiency coefficient of the implementation of the marine functional zoning in Ningbo City is F=0.65，the implementation effect of the functional zoning was Class II，and the use of sea areas was relatively coordinated.Based on the results of the assessment and the problems in the current implementation and management process，feasibility suggestions for the implementation of the follow up land and space planning were put forward.

2020年是十四五规划之年，在机构改革的大背景下，国土空间“一张图”真正走到了眼前，在新一轮的国土空间规划中，海洋功能区划不再作为单独规划编制，而是与陆域规划中的土地利用总体规划、城市总体规划合而为一，融合为统一的国土空间规划[1]。在国土空间规划中，如何协调海洋功能区划与陆域规划的关系，形成科学合理的海洋攻坚治理体系，是海洋生态文明建设和海洋综合管理改革面临的重大课题[2]。为夯实国土空间总体规划编制基础，扎实推进国土空间总体规划编制工作，全面掌握功能区划实施以来生态环境目标实施效果情况，需从陆海统筹角度，开展海洋功能区划实施状况评估。正是基于这一背景，笔者提出了海洋功能区划评估的具体评估模型与方法体系。……
