农村公路养护管理水平与质量的提升路径探索

【摘  要】公路是连接农村与外部世界的纽带，是促进农村经济发展的重要保障，加强农村公路养护管理具有重要意义。但受技术、环境等诸多因素制约，农村公路养护管理水平还有待提升。基于此，论文运用调查法、文献法对农村公路养护管理现状作简要分析，对农村公路养护管理水平与质量提升路径展开探究，希望能为相关工作带来些许帮助。

【Abstract】Highway is the link between rural area and external world， is an important guarantee to promote rural economic development， and it is of great significance to strengthen the maintenance and management of rural highway. However， due to technology， environment and many other factors， rural highway maintenance and management level needs to be improved. Based on this， this paper makes a brief analysis of the present situation of rural highway maintenance and management by means of investigation method and literature method， and probes into the level and quality improvement path of rural highway maintenance and management， hoping to bring some help to the related work.

1 引言

早在2000年8月份，我国交通部以及国家发展计划委员会就农村公路进一步发展制定了相关措施，并印发了《关于加快农村公路发展的若干意见》。该《意见》确定了农村公路在推动全民经济发展中的重要地位，提出了加强农村公路养护与管理的重要性。近年来，国家更是不断强化在农村公路建设与养护方面的指导，就如何做好农村公路管理与养护提出了一系列建议。在国家的大力支持与引导下，农村公路养护管理水平大幅提升，农村公路质量有了很大改善。但与此同时，农村公路养护管理中也还存在一些问题，具体分析如下。

2 农村公路养护管理现状

2.1 公路管养体制方面

健全完善的管养体制是提升农村公路养护管理水平的前提。目前我国农村公路管养体制中还存有一些不合理之处。例如，农村公路建设、管养资金主要来源于中央拨款与地方财政，近年来农村公路数量不断增多，里程不断加长，养护管理成本也急剧上升。……
