我国地方政府体育产业政策注意力演变趋势

摘 要：体育产业作为我国迅猛发展的经济新增长点，如何让其健康有序地发展一直是专家学者研究的热点，而体育政策作为体育产业发展的引导者，其重要性不言而喻。以我国省、地市和区县级地方政府出台的286份体育产业政策文件为研究对象，根据我国体育产业发展情况将我国地方体育产业政策的发展划分为四个阶段，并运用扎根理论法和社会网络分析法对文件进行编码统计分析和共现矩阵社会网络分析，以探究行政级别与政策类型、时间维度、空间维度和部门协作四方面的地方政府体育产业政策的注意力分配与变迁。研究发现：（1）地市级地方政府对体育产业政策投入的注意力最多，政策文件类型中以指导性和传达执行的意见和通知为主;（2）地方政府体育产业政策注意力有极强的国家政策同步性和依赖性;（3）地方政府的体育产业政策注意力分布在空间维度下体现出较强的阶段性差异;（4）地方政府的体育产业政策中，有明确职能部门协作的政策数量与时间发展成正比。对此，提出建议：（1）明确分工、权责清晰、因地制宜;（2）强化体育产业政策的落地落实;（3）立足区位优势打造一体化区域经济。

bstract：Sport industry is a new economic growth point of Chinas rapid development. So， it is important to take more effort on the research of sport industry policy which plays a leading role on the development of sport industry. This paper took 286 sports industry policy documents of local government at provincial， municipal and district levels as the research object， divided the development process of local sports industry policy into four stages， used the method of grounded theory and social network analysis method to conduct coding statistical analysis and co-occurrence matrix social network analysis， in order to explore the distribution and evolution trend of local government sports industry policy attention from four aspects： administrative level of the local government and the types of policy documents， time dimension， space dimension and department cooperation. The results showed that： （1） Municipal local governments paid most attention to sports industry policy and types of policy documents were mainly guidance and implementation documents; （2） local government sports industry policy attention had strong synchronization and dependence on national policy; （3） local government sports industry policy attention distribution reflected a strong stage difference in the spatial dimension; （4） the proportion of department cooperation in local government sports industry policy was proportional to the time-developing process. In this regard， suggestions were put forward： （1） clear division of labor and define responsibilities; （2） strengthen the implementation of sports industry policies; （3） build an integrated regional economy based on regional advantages.
