新形势下电网企业公众监管分析

【摘  要】论文从新电改政策现状出发，针对我国电网企业监管适应性提升面临的电力监管主体单一、监管体系不完善、监管机构职权不明确等问题，强调公众与电力监管机构相辅参与监管的重要性。从服务质量和供电质量两方面分析现阶段电网企业公众监管诉求，提出新形势下公众监管措施，思考电网企业公众监管在降低监管成本、保证监管质量、完善监管体系等方面的作用。

【Abstract】Based on the current situation of the new electric power reform policy， this paper analyzes the problems faced by the improvement of the regulatory adaptability of China's power grid enterprises， such as the single power regulatory body， the imperfect regulatory system， and the unclear functions and powers of the regulatory authorities， and emphasizes the importance of the public and the power regulatory authorities participating in the supervision. This paper analyzes the public supervision demands of power grid enterprises at the present stage from the two aspects of service quality and power supply quality， puts forward public supervision measures under the new situation， and considers the role of public supervision of power grid enterprises in reducing supervision cost， ensuring supervision quality and improving supervision system.

1 引言

随着能源供给侧结构性改革、电力市场化改革及政府机构职能的深入转变，我国电力行业监管能力面临新的机遇和挑战[1]。电网企业提升监管能力普遍会完善法律体系，加强相关政策体制建设，而忽略对用户需求的判断，因此突出公众在监管流程中的重要地位，建立公开的信息披露机制，实现广泛的社会参与十分必要。公众既是电网企业各项规范条例的执行者，也是诸多政策的权利人，有权对所用电能质量和供电服务质量标准等情况实施监管，并有效引导社会舆情，在降低监管成本、保证监管质量、完善监管体系等方面发挥不可或缺的作用。

2 现阶段电力企业公众监管诉求

当下经济水平发展迅速，工业水平提升迅猛，居民生活品质显著提升，公众对电力的需求量激增，也对电力供应的安全、可靠、高效、智能提出了更高的要求。……
