湖南省技术创新体系构建与科技成果转化的问题及对策研究

【摘  要】一个地区的经济发展、产业升级很大程度上是由提高生产力的创新、技能和技术推动的。在资源禀赋带来的竞争优势日渐式微的背景下，湖南省实现经济转型的首要措施是降低资源依赖度，而技术创新是实现经济增长方式由资源依赖型向技术驱动型转变的重要手段。技术创新体系的构建以及科技成果转化问题的解决将有效推动湖南省向技术驱动型省份转变，实现经济健康可持续发展。

【Abstract】A region's economic development and industrial upgrading are largely driven by innovation， skills and technology that improve productivity. Under the background of declining competitive advantage brought by resource endowment， the primary measure to realize economic transformation in Hunan Province is to reduce resource dependence， and technological innovation is an important means to realize the transformation of economic growth mode from resource-dependent to technology-driven. The construction of technological innovation system and the solution of the transformation of scientific and technological achievements will effectively promote the transformation of Hunan Province into a technology-driven province and realize healthy and sustainable economic development.

1 引言

应全国产业升级和经济转型的需要，各省市加强了对科技成果开发与运用的重视程度，而在“大众创业、万众创新”的政策引领下，创新教育开始成为一门专业课程进入高校教育，随之而来的还有高校创新学院、创新孵化基地等机构的建设，以高校为主的创新体系日趋成型。而在主要依靠国拨经费的高校创新体系形成的同时，专利、成果丰硕而生产力转化贫乏的问题也日益显露。即使学术届对于我國科技成果转化率的计算众说纷纭，但统一认识是我国科技成果转化率与先进国家相差甚远，甚至不足先进国家的一半。技术创新体系构建与科技成果转化的问题逐渐成为一个地区经济转型发展所必须解决的问题之一。促进科技成果的转化、加速科技成果产业化，不可避免地成为各地区科技政策的重要内容。近年来，湖南省不断加大对科技成果转化的投入，以在短时间内向技术驱动型省份迈进。……
