济南市机动车排放检验新国标实施成效分析

摘 要：2019年5月1日，济南市实施的机动车排放检验国家标准《汽油车污染物排放限值及测量方法（双怠速法及简易工況法）》（GB18285-2018）、《柴油车污染物排放限值及测量方法》（自由加速法及加载减速法）（GB3847-2018）。截至目前，新国标已近实施近两年，本文将通过统计2019年5月1日以来济南市机动车排放检验数据，以全面了解济南市新国标实施的成效，进一步发现存在的问题，分析产生的原因、探讨优化的措施。

An Analysis of the Effectiveness of the Implementation of the New National Standard for Motor Vehicle Emission Inspection in Jinan

Abstract：On May 1， 2019， Jinan City implemented the national standard for vehicle emission inspection "Limits and Measurement Methods of Pollutant Emissions from Gasoline Vehicles （Dual Idle Speed Method and Simple Working Condition Method）" （GB18285-2018）， "Diesel Vehicles" Pollutant Emission Limits and Measurement Methods" （free acceleration method and loading deceleration method） （GB3847-2018）. Up to now， the new national standard has been implemented for nearly two years. This article will use the statistics of the vehicle emission inspection data of Jinan since May 1， 2019 to fully understand the effectiveness of the implementation of the new national standard in Jinan， and further discover the existing problems and analyze the results. The reasons for this， and the optimization measures are discussed.

1 引言

近年来，我国机动车保有量迅速增长，机动车排气污染已成为城市主要污染源。为加强机动车污染排放监管，提升机动车超标排放检测能力，2018年09月27日，生态环境部与国家市场监督管理总局联合出台新的国家标准《汽油车污染物排放限值及测量方法（双怠速法及简易工况法）》（GB18285-2018）、《柴油车污染物排放限值及测量方法（自由加速法及加载减速法）》（GB3847-2018），以下均统称《新国标》。

按照国家、省工作部署，济南市于2019年05月01日正式实施《新国标》，对加强机动车定期排放检验监管、改善城市空气质量具有重要意义[1]。截至目前，济南市《新国标》已实施近两年，因《新国标》增加了检验项目，调整了污染物排放限值，我市机动车排放检验合格率、污染物超标状况相较于之前也产生了一些变化。本文将通过统计2019年5月1日以来济南市机动车排放检验数据，以全面了解济南市《新国标》实施的成效，进一步发现存在的问题，分析产生的原因、探讨优化的措施，切实提高济南市超标排放机动车筛查能力。……
