科教融合内部要素“工程组合”的个案研究

摘  要：科教融合是整合科研机构与大学之间资源要素的重要方法，是科研机构与大学之间双方互动的一种模式建构，是促进科技创新和人才培养的重要方式。山东省科学院与齐鲁工业大学合并后，在内部要素整合和外部资源引入上做了大量探索。校（院）先后确立和实行科技创新工程、学科建设工程、人才培养工程等三大工程，打造各具特色的“工程组合”方式，高效盘活内部资源要素，有力增强科技创新的动力，充分激发立德树人的活力，大力助推了山东省两种优质资源融合出1+1大于2的整体效果。

Abstract： The integration of science and education is an important method of integrating resource elements between scientific research institutions and universities. It is a model construction of interaction between scientific research institutions and universities， and an important way to promote scientific and technological innovation and talent training. After the merger of Shandong Academy of Sciences and Qilu university of technology， it has done a lot of exploration in the integration of internal factors and the introduction of external resources. Qilu university of technology（Shandong academy of science） has successively established and implemented three major projects： scientific and technological innovation projects， high-level discipline construction projects， and talent training projects. It has created an unique "project combination" method， efficiently activated internal resource elements， and effectively enhance the driving force of scientific and technological innovation. Fully stimulate the vitality of morality education， and vigorously promote the integration of two high-quality resources in Shandong Province into an overall effect of 1+1 greater than 2.

在科技创新的大背景下，选择科研机构与高等院校进行科教融合迅速成为地方创新的一种重要形式。目前，在各地的创新实践中出现了各种不同模式，例如合作模式、并入模式、合并模式和联动模式等多种探索模式。科技界、教育界、政界和学界，都对这种现象予以关注，出现了一些研究成果。例如，张飞龙、于苗苗、马永红等人提出关于“科教融合概念再构及研究生教育治理”，刘继安、盛晓光提出“科教融合的动力机制、治理困境与突破路径——基于中国科学院大学案例的分析”，李海波提出“深入推進我国科教融合改革发展的对策建议”，等等。这些研究成果主要从概念、理论和对策上对科教融合进行了梳理，立意高远，具有重要价值。……
