军休信息化服务云平台设计与实现

摘  要： 借助移动互联网、物联网、云计算等技术，建设军休信息化服务云平台系统。移动端APP提供健康监测、健康宣教、连线医生、政治思想、文化活动、居家服务、电商平台等服务，后台管理系统主要负责数据维护更新、信息统计、时政资讯发布等。该平台能够充分满足军休干部的精神文化、生活服务、健康医疗需求，从而提高军休管理机构服务水平，优化创新服务办事流程。

Abstract： With the help of mobile Internet， Internet of Things， cloud computing and other technologies， a cloud platform system for military retirement information services is built. The mobile APP provides services such as health monitoring， health promotion and education， connecting doctors， political thoughts， cultural activities， home services， e-commerce platforms， etc. The back-end management system is mainly responsible for data maintenance and update， information statistics， and current affairs information release. The platform can fully meet the military retired cadres needs of spiritual and cultural， life services， and health care， thereby improving the service level of military retirement management institutions and optimizing the innovative service process.

0 引言

黨的十九大报告明确要求组建退役军人管理保障机构，加强对退役军人管理保障工作的组织领导，优化管理服务模式，健全服务保障体系和相关政策制度[1]。军人是国家安防与政治稳定的冲锋队，退役军人更是国家和社会的重要宝藏，做好服务管理工作，不仅是对离退休干部的生活保障和职业尊重，更是对在役军人的支持和鼓励[2]。

地方政府如何创新工作模式，满足军休干部日益增长的高品质养老需求，是全社会面临的挑战，更是军休管理加快信息化、专业化建设的重大机遇[3-5]。

军休干部数量增长快[6]、老龄人群占比增加、慢性病患病比例提高，在全社会强化专业化、信息化高要求养老服务的背景下[7-8]，在全国推进“文化养老”、“健康养老”、“品质养老”、“信息化养老”等服务模式创新之际，切实了解并分析总结军队离退休干部的实际服务需求，创建多元化、品质化、分层次、解实忧且适应不同军休干部人群的服务模式意义重大[9-11]。……
