甘肃省城乡融合发展路径研究

摘要：党的十九大以来，甘肃省积极推进城乡融合发展，取得了良好成效，但仍然存在城乡融合发展进展不平衡、城镇化水平和质量不高、公共资源均衡配置体制机制不健全一些等问题。为促进甘肃省城乡融合发展，提出完善城乡融合发展制度和政策体系;打造新型城镇化空间格局;推动乡村经济多元化发展;促进城乡公共服务普惠共享;加快农村基础设施联通化等建议。

The Path of Urban-rural Integration Development in Gansu Province

Abstract：Since the 19th National Congress， Gansu Province has actively promoted urban-rural integrated development and achieved good results. Policy Innovation for urban-rural integrated development has been constantly strengthened， the living standards of the residents have improved significantly， new progress has been made in the equalization of public services and new results have been achieved in the improvement of rural infrastructure. However， there are some problems： the development of urban-rural integration is not balanced， the level and quality of urbanization is not high， and the mechanism of balanced allocation of public resources is not perfect. In order to promote the integrated development of urban and rural areas， the following suggestions are put forward： to improve the system and policy for the integrated development of urban and rural areas in Gansu Province， to create a new spatial pattern of urbanization， to promote the diversified development of rural economy， to promote the sharing of the benefits of urban and rural public services and to speed up rural infrastructure connection.

2017年黨的十九大提出建立健全城乡融合发展体制机制和政策体系，明确了城乡融合发展是中国特色社会主义进入新时期城乡关系的新认识与新定位。目前，我国经济社会发展进入新阶段，正在进入城乡融合发展的加速期[1 ]，城镇化水平持续提升及城乡居民收入稳步增加、消费结构优化升级、生活质量和生产条件持续改善，极大地促进了城乡商品要素双向流动;粮食生产能力大幅提升，乡村的经济价值、社会价值、文化价值、生态价值不断凸显[2 ]。虽然在以城带乡、公共资源配置、要素双向流动等方面仍存在不少体制机制障碍，但随着农业农村优先发展总方针的落实和城乡体制改革联动的深入、城乡市场交互作用的增强，城乡融合发展将进一步加快。

甘肃省积极推进城乡融合发展，取得了良好成效，城乡融合发展的政策创新不断加强，居民生活水平显著提高，公共服务均等化取得新进展，农村基础设施补短板取得新成效。……
