输电线路施工分包安全管理研究探讨

摘要：目前，工程分包已是输电线路建设最重要、最普遍的施工方式，随着国民经济的快速发展、城市化建设的不断深入，电力需求量也不断增长，各级输电线路架设愈加频繁。本文主要分析输电线路施工分包管理的严峻形势，结合工程实际，就如何做好有效对策措施，提高分包安全管理水平，切实保障施工人员生命财产安全，进行探讨。

Abstract：At present， engineering subcontracting has become the most important and common construction method for transmission line construction. With the rapid development of the national economy and the continuous deepening of urbanization， the demand for electricity is also increasing， and the construction of transmission lines at all aspects is becoming more frequent. This article mainly analyzes the severe situation of subcontracting management in the construction of transmission lines， aims to discuss how to make effective countermeasures for improving the level of subcontracting safety management and effectively protect the life and property safety of construction workers based on the actual project.

1 问题提出

在2016年底到2017年5月期间的电力建设过程中，连续发生了11·24丰城电厂施工平台倒塌、5·7和5·14倒塔事故，造成重大人员伤亡和财产损失，给国家、社会、电网建设带来负面影响。上述三起事故共造成81人死亡，均来自工程分包施工单位。由于分包施工单位队伍员工的流动性大，安全技术素质参差不齐，是导致事故频发的最直接原因。如何从这三起事件中汲取教训，提高分包施工安全管理水平，是值得我们认真反思的。

2输电线路工程分包管理现状

2.1 输电线路工程分包管理现状

目前，输电线路工程主要由基础工程、杆塔工程和架线工程组成，期间交叉有土石方工程、接地工程和线路防护工程。在现有的分包模式下，一般将基础工程、接地工程（地网埋设部分）和线路防护工程等非主体工程进行专业分包，将杆塔工程、架线工程及接地工程（引下线制作）等主体工程进行劳务分包。

2.2分包安全管理普遍存在的问题

虽然各施工企业对分包单位施工均采取了安全准入、日常监管、退出机制等措施，但在实际运行过程中，仍然暴露了一些普遍存在的问题。……
