甘肃省家政服务标准化建设初探

摘要：以甘肃省家政服务标准体系建设为依托，从行业发展、政策支持、工作现状等方面分析了甘肃省家政服务标准化实践取得的成效及存在问题，在此基础上提出了家政服务标准化体系构建设想，为后续标准化工作的开展提供借鉴。

A Preliminary Study on the Standardization of Housekeeping Services in Gansu Province

Abstract： This article starts with the construction of the standard system of housekeeping services in Gansu Province，  and analyzes the results and existing problems of the standardization practice of housekeeping services in Gansu Province from the aspects of industry development， policy support， and the status quo of standardization work. On this basis， the idea of constructing a standardization system for housekeeping services was put forward to provide a reference for subsequent standardization work.

1 引言

家政服務涉及家庭服务、养老服务、保洁服务、母婴护理服务、家电维修服务、搬运服务、物业管理服务等20多个门类200多项服务内容[1]，作为近年来发展势头较猛的新兴产业，家政服务在保障民生、促进就业、精准脱贫等方面具有重要的作用[2]。研究家政服务标准化，将成为推进服务业深化发展改革、助力经济总体发展的重要力量[3]。

2甘肃省家政服务标准化工作现状

2.1 基本现状

家政服务作为现代服务业的重要组成部分，近年来在我国发展迅速[4]。随着经济发展、社会分工进一步细化、消费结构逐渐升级，家政服务业在国民经济中的地位逐步提高，城镇化的发展，人口老龄化程度加深，三胎政策逐步实施，“互联网+”效应显现，使家政服务市场竞争不断加剧，新的服务需求不断产生，顾客对家政服务从业人员专业素质要求逐步提高，优质的家政服务供不应求[5]。目前，甘肃省家政行业发展总体上仍然“小，散，弱”，上规模、跨地区、宽领域、优服务的家政品牌十分有限。家政服务行业整体上面临着不少的经营难题，比如，人力成本的上升，人员管理的局限性，服务的专业化、规范化等。……
