基于RFID的电力安全工器具管理系统设计开发

摘  要：为了实现电力企业安全工器具全生命周期自动化、信息化、精细化管理，该文设计开发适合时代发展的电力安全工器具管理系统。通过调研电力安全工器具国内外的研究现状，对系统的总体框架、功能模块以及系统流程进行设计。系统采用Java、Vue 框架等技术进行开发，实现基础信息登记、领用归还管理、试验管理、报废管理以及台账管理等模块，实现了电力安全工器具的信息化管理。

Abstract：In order to realize the automation，informatization and fine management of full life cycle of safety tools and instruments in electric power enterprises，this paper designs and develops a power safety tools and instruments management system suitable for the development of the times. By investigating the research status of power safety tools and instruments at home and abroad，the overall framework，functional modules and system process of the system are designed. The system is developed through Java，Vue framework and other technologies to realize the modules of basic information registration，collection and return management，experimental management，scrap management and account management，so as to realize the informatization management of power safety tools and instruments.

0  引  言

电力是经济发展的命脉，安全管理是电力企业的生命线，“安全第一，预防为主，综合治理”的方针是电力企业永恒的主题^[1]。随着我国经济的不断发展，电力行业实现跨越式的进步，电力安全生产管理作为国家监管的重点，受到社会各界越来越多的关注。电力企业高度重视安全生产和管理工作，在电网作业中加强安全生产监督管理，尤其是对电力安全工器具的管理。

安全工器具是电力企业为保障作业人员人身安全，防止触电、灼伤、坠落、摔跌等事故发生而为之配备的专用工具和器具，是电力作业人员日常操作维护的必备设备。长期以来，安全工器具在管理和使用过程中存在以下安全性问题：（1）安全工器具借出、定期检查检验手段比较单一，各种安全工器具与使用者的关系模糊，责任归属不明确，往往导致工器具“去向不明”。（2）大批量安全工器具的定期檢查/保养工作缺乏有效的监管机制，一些工作人员安全意识淡薄，对安全工器具的日常检查流于形式，造成未经试验或超出使用期限的安全工器具仍在使用。……
