城市公共安全闭环管理系统分析

【摘要】运用闭环管理相关方法，结合闭环管理知识，建立一个相对完备的闭环管理系统，解决安全红线意识不强、安全风险防控乏力等问题。本文在分析城市共安全事故发生原因的基础上，结合“城市公共安全Smart Safety Map系统”，对系统各个环节所能解决的问题以及其功能进行阐述，验证本系统在预防事故方面的可行性以及本系统的科学性。

Abstract：A relatively complete closed-loop management system is established by using the related methods of closed-loop management and combining with the knowledge of closed-loop management， so as to solve the problems of weak awareness of safety red line and weak prevention and control of safety risks. On the basis of analyzing the causes of urban common safety accidents， and combining with "Smart Safety Map system of urban public safety"， this paper expounds the problems that can be solved in each link of the system and its functions， and verifies the feasibility and scientificity of the system in preventing accidents.

1 引言

随着城镇化进程的加快，社会经济快速发展，大量人口涌入城镇，从 1978 年到 2017 年，我国城镇化率年均提高 1 个百分点，城镇常住人口由 1.7 亿人增加到 8.1亿人，城市化率从 17.9% 上升到了58.52%[1]，如今，城镇人口所占比重依旧在升高。也正是因此，城市问题不断涌现，城市公共安全事故频发。 据国家安监总局通报消息，2015 年全国共发生重特大事故38起，造成768人死亡或失踪; 2016年 1-7月份，全国共发生燃气爆炸559起，共涉及212个城市，平均每个城市发生2.6起[2]。可见，全国各个城市事故灾难发生频率之高、对群众生命财产安全的影响之大，是我们必须要时刻警醒的。

随着各类个人移动设备与移动互联网的普及，信息化平台的优势逐渐凸显[3]，因此构建新形势下符合国情的闭环安全管理信息化平台显得更为迫切。

2013年11月22日上午10时25分，山东青岛经济技术开发区的中石化股份有限公司管道储运分公司东黄输油管道原油泄漏发生爆炸，事故造成62人死亡、136人受伤，直接经济损失7.5亿元，由此可见，一个详尽完备的安全管理系统对于安全生产的重要性。……
