衡水市省级农业科技园区发展成效及创新能力评价研究

摘  要：农业科技园区的建设发展对加快培育农业农村发展新动能，促进农业创新发展和高质量发展起到了积极的推动作用。该文以衡水市省级农业科技园区为研究对象，通过对其运营架构及发展成效进行梳理，并在此基础上对现有的省级农业科技园区的创新能力进行对比分析，探寻其在发展过程中遇到的瓶颈和问题，从而提出相应的对策建议来进一步提升园区的创新能力。

Research on Evaluation of Development Effects and Innovation Ability of Provincial Agricultural Science

and Technology Park in Hengshui City

Abstract： The development of agricultural science and technology parks have played a positive role  in accelerating the cultivation of new driving forces for agricultural and rural development and promoting the innovative and high-quality development of agriculture. This article takes the provincial agricultural science and technology parks in Hengshui City as the research object， through combing their operation structure and development effects. On this basis， a comparative analysis of the innovation capabilities of the existing provincial agricultural science and technology parks is carried out， then explore the bottlenecks and problems encountered in the development process， and put forward corresponding suggestions to enhance the innovation ability of the park.

农业科技园区在促进科技成果转化、农业结构调整、农民就业增收等方面起到了巨大的促进作用[1]。近年来，衡水市高度重视农业科技园区建设工作，截至2020年共拥有省级农业科技园区10家，國家级农业科技园区1家，在全省率先实现了省级现代农业园区县域全覆盖，具有一定的典型意义。因此，该文选取衡水市的省级农业科技园区作为研究对象，探寻其在发展过程中遇到的瓶颈和问题，从而为提升衡水市农业科技园区科技创新能力提供建议，带动衡水市农业现代化和经济高质量发展。

1  衡水市省级农业科技园区运营架构及发展成效分析

截至2020年8月，衡水市共建有省级农业科技园区共10家，国家级农业科技园区1家，全市实现了建制县市区省级以上农业科技园区“全覆盖”。
