检验检测服务水利高质量发展分析

摘 要：检验检测机构是国家质量基础设施的重要组成部分，对水利高质量发展起到重要基础支撑作用。为更好发挥检验检测服务水利高质量发展的重要作用，对水利行业检验检测现状进行了研究，从检验检测服务环境可持续发展、服务水利工程质量提升、服务水利产品与设备质量提升及检验检测标准支撑检验检测行业发展4个方面分析了其服务水利高质量发展情况。分析水利行业检验检测目前存在的问题，提出优化检验检测市场布局、提升检验检测技术水平、加强诚信体系建设、加强检验检测信息化平台建设4个方面建议。

Abstract： Inspection and testing is an important part of national quality infrastructure and plays an important basic supporting role in the high-quality development of water conservancy. In order to better play the important role of inspection and testing in serving the high-quality development of water conservancy， this paper studied the current situation of inspection and testing in water conservancy industry， analyzed the contents of inspection and testing served the high-quality development of water conservancy industry from the four aspects of inspection and testing served the sustainable development of environment， the quality improvement of water conservancy projects， the quality improvement of water conservancy products and equipment and inspection and testing standards supported the development of inspection and testing industry. This paper put forward the problems existing in the inspection and testing of water conservancy industry and some suggestions from the four aspects of optimizing the layout of inspection and testing market， improving the level of inspection and testing technology， strengthening the construction of integrity system and strengthening the construction of inspection and testing information platform.

近年來，检验检测机构作为国家质量基础设施的重要组成部分[1]，服务我国高质量发展的作用日益凸显。检验检测服务业先后被国家列为高技术服务业、生产性服务业、科技服务业，事关国计民生、国家经济安全及产业安全[2]。从2013年至2020年，连续8 a对检验检测行业进行统计调查显示，我国已形成全世界发展最快、增长最快、规模最大且最具潜力的检验检测市场[3]。

水利行业高质量发展与国计民生息息相关。截至2019年年底，全国已建成五级以上江河堤防32万km，建成流量为5 m3/s及以上的水闸103 575座，建成各类水库98 112座[4]，这些水利工程的质量安全直接影响人民生命和财产安全。……
