高校资助育人的功能机制与实践路径

摘  要：高校资助育人具有立德树人的立场、遵循“铸魂育人”的导向、育人价值意义的在场、培育健全的人格、培养优良的心灵秩序、具有价值主体性维度等价值内涵。基于高校资助育人的保障功能机制、拓展功能机制、激励功能机制，需要加强顶层设计，完善高校资助育人体制机制建设;根植生动实践，让实践成为高校资助育人的丰富源泉;坚持宏微并重，推动高校资助育人内涵式发展;强化协同机制，推进高校资助育人系统式发展，进而形成高校资助育人的实践路径。

Functional Mechanism and Practical Path of College Funded Education

Abstract： College funded education has the value connotation of establishing morality and cultivating people， following the guidance of "casting soul and educating people"， the presence of the value significance of educating people， cultivating sound personality， cultivating excellent spiritual order， and having the dimension of value subjectivity. Based on the guarantee function mechanism， expansion function mechanism and incentive function mechanism of funded education in Colleges and universities. It is necessary to strengthen the top-level design and improve the mechanism construction of funded education in Colleges and universities; Rooted in vivid practice， let practice become a rich source of funded education in Colleges and universities; Adhere to both macro and micro， and promote the connotative development of funded education in Colleges and universities; Strengthen the coordination mechanism， promote the systematic development of University funded education， and then form the practical path of University funded education.

高校開展资助工作主要是帮助贫困大学生解决经济生活上的实际困难，主要包括贫困奖学金、贫困助学金、贫困助学贷款、贫困勤工助学、贫困临时补助、贫困学费减免等，也就是通常所说的“奖、贷、勤、助、补、免”。资助育人是新形势下高校资助工作的重要组成部分，能够在给贫困大学生提供生活物质帮助的过程中，实现道德培育、能力拓展、精神激励的有效融合，形成高校“扶困”与高校“扶智”“扶志”有机结合的长效机制。教育部全国学生资助管理中心 2019 年发布的《2018年中国学生资助发展报告》，明确指出将“不断推进资助育人”作为高校资助工作提质升级的重要内容进行阐释[1]。为此，高校资助育人是深入到高校立德树人工作中的重要潜在力量，是大学生正确价值观形成与优良道德品质养成的一个重要支点。……
