地方卫生健康标准化工作现状、问题及建议

【摘要】随着经济迅速发展，人民生活水平显著提高，公众对于健康的需求也随之增长。结合近年来江西省提出“健康江西”的发展要求，调研发现近两年江西省卫生健康标准化工作在各单位逐步开展。地方卫生健康标准化技术委员会的成立实现从无到有，标志着江西省在卫生健康领域拥有了省级层面的专业标准化技术支撑机构。本文从卫生健康标准化技术委员会建设情况、卫生健康地方标准数量、卫生健康团体标准等方面分析江西省在地方卫生健康标准化的工作现状，指出目前存在的相应问题，提出可行性建议，并结合国家政策和法规文件对江西省卫生健康标准化工作进行展望。

Current Situation，Problems and Suggestions of Local Health Standardization Work

Abstract： With the rapid development of the economy， peoples living standards have significantly improved， and the publics demand for health has also increased. Based on the development requirements of "Healthy Jiangxi" proposed by Jiangxi Province in recent years， research has found that the standardization of health and hygiene in Jiangxi Province has gradually been carried out in various units in the past two years. The establishment of the Local Health Standardization Technical Committee from scratch marks the establishment of a provincial-level professional standardization technical support institution in the field of health in Jiangxi Province. This article analyzes the current situation of local health standardization work in Jiangxi Province from the aspects of the construction of the Health Standardization Technical Committee， the number of local health standards， and the standards of health groups. It points out the corresponding problems currently existing， proposes feasible suggestions， and combines national policies and regulatory documents to prospect the health standardization work in Jiangxi Province.

標准是经济活动和社会发展的技术支撑，是国家治理体系和治理能力现代化的基础性制度[1]。卫生健康标准对于实施卫生健康法律法规和政策规划、维护人民群众生命健康安全提供技术保障。《“十四五”卫生健康标准化工作规划》明确提出要优化标准体系，立足“大卫生、大健康”，构建以人民健康为中心的“大标准”体系，各地优先制定符合地方特色、满足地方生态文明需求的地方标准。鼓励并引导团体标准发展，增强标准活力，提高市场创新能力，按照系统性、整体性、协调性原则，建立卫生健康强制性标准守安全、推荐性标准保基本、地方标准显特色、团体标准做引领的协同发展标准体系[2]。……
