The 19th National Congress of the Communist Party of China(CPC) convened on October 18. According to the report made by Xi Jinping, general secretary of the CPC Central Committee, socialism with Chinese characteristics has entered a new era, the principal contradiction facing Chinese society has evolved into one between unbalanced and inadequate development and the peoples ever growing needs for a better life.

The 68-page-long report clearly announced CPCs development direction, historical mission, and future goals. Analysis suggests that the report not only focuses on the current situation but also looks ahead. As a guideline for all aspects of the CPCs development for the next 30 years and beyond, it will have a profound and far-reaching influence on Chinas future.

Since Deng Xiaoping first proposed “socialism with Chinese characteristics” at the 12th CPC National Congress in 1982, it has been the theme of the Partys theory and practice for 35 years. According to He Xinyuan, vice director of the Department of Localization of Marxism in China of the Academy of Marxism, Chinese Academy of Social Sciences, the new era means that the CPC has made historic achievements in this exploration, and will stride forward to higher goals.

In the view of many scholars, the imbalance and insufficient development refers to the past economic development model that values quantity over quality, but also the imbalance that focuses too much on economic growth but ignored social, cultural, and ecological development. According to Yi Peng, president of Pangoal Institution, a Chinese think tank, China will enter a new phase of all-round development after the 19th National Congress of CPC.

In the report, Xi systematically summarized theoretical achievements since the 18th CPC National Congress as the Thought on Socialism with Chinese Characteristics for a New Era.

According to Xi, the Thought on Socialism with Chinese Characteristics for a New Era builds on and further enriches MarxismLeninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development. It represents the latest achievement in adapting Marxism to the Chinese context and encapsulates the practical experience and collective wisdom of our Party and the people. It is an important component of the theory of socialism with Chinese characteristics, and a guide to action for all CPC members and all the Chinese people as we strive to achieve national rejuvenation.endprint

Uncompromising Environmental Supervision

During the past five years, remarkable achievements have been made in ecological progress. To name some, the forest coverage in China has continuously increased from 21.38 percent in 2012 to 22.3 percent in 2016. The average concentrations of PM2.5 in BeijingTianjin-Hebei area, the Yangtze River Delta, and the Pearl River Delta dropped by more than 30 percent in 2016 compared with that in 2013.

Behind the continuous environmental improvement, a major ecological progress system and mechanism reform measure – the environmental supervision by the central government – undoubtedly played a huge role.

In the past two years, the environmental supervision by the central government has covered 31 provinces nationwide and investigated responsibility of more than 17,000 people.

The environmental supervision also promoted the transformation and upgrading of local industrial structure. In many places, it is regarded as a good opportunity and impetus for promoting green development and structural reform on the supply side.

On this day, we sit on the couch with the search engine helping us find the desired products, which will be delivered to our home in the shortest time. If you have experienced the period of material deprivation, the time during which things were purchased with tickets, you must sigh with emotion that only within a few decades, not only the spectrum of goods but also the way of shopping have undergone enormous changes.

E-commerce and new technologies have created a new world of consumption in China, where all goods, transactions, and services are reshaped to take people as the core. This is the so-called new retail era– ubiquitous trading, omniscient, and omnipotent services.
