探析教育公共服务供给中的政府取向

摘 要 在我国，政府一直是教育公共服务的供给主体，政府在供给教育公共服务的过程中表现出“政府控制型”、“市场主导型”和“强化服务型”三种倾向。在建设服务型政府和推进基本公共教育服务均等化的大背景下，文章致力于分析政府供给教育公共服务的三种取向，思考并理清政府究竟需要提供什么样的教育公共服务。

Analysis the Government Orientation in the

Educational Public Service Supplying

Abstract In china， the government has been the main body of educational public service supply. The process of government supplying educational public service shows three kinds of tendency， they are the "government controlled" type， the "market oriented" type， and the "service enhanced" type. Under the background of constructing a service-oriented government and promoting the equalization of basic public education service， this paper devotes to the analysis of the three kinds of tendency of government supplying educational public service， thinking and clarifying what kind of educational public service the government should supply.

1 教育公共服务

19世纪的英国政论家白哲特（Walter）谈到“民族是什么”时说：“你要是不问，我们都知道它是什么；但要马上对它做出解释或定义，却是不能”。①研究教育公共服务问题时，界定“教育公共服务”是逻辑起点，白哲特的话在此同样适用。通过考察教育公共服务的定义，笔者发现，在教育领域教育公共服务还没有比较完整或统一的定义，有的学者是从公共产品的规定性来界定教育公共服务的概念和内涵，而有些学者界定教育公共服务的定义大多借助或套用公共服务的概念。尽管界定教育公共服务的内涵有不同的视角，但存在一点共识，即政府在提供教育公共服务的过程中发挥了主导性的作用。教育公共服务是随着政府公共服务职能的日益凸显而在公共教育领域出现的一个新命题，公共管理理论和公共服务实践的发展也催生了教育公共服务相关理论。20世纪中叶以来，欧美发达国家传统的公共部门管理模式发生了一系列变革，大致经历了一个从传统公共行政理论到新公共管理理论再到新公共服务理论的范式转变与发展历程，我国在学习和借鉴欧美公共管理理论的过程中，政府治理和改革也表现出类似的发展历程。……
