中医药进行医药分业的适切性

[摘要] 本文基于医药分业的本源含义和内涵，通过对自然观和整体观、个性化的辨证论治、实践性和传承规律以及中药自身特性等中医药的理论特色和发展规律的阐述，论证了中医药的发展并不适合进行医药分业。中医中药必须坚持一体发展，才能促进中医药在新的时代背景下更好地传承和创新发展，凸显我国医药卫生事业的优势。

[Abstract] This paper discusses the origins and meaning of the separation of dispensing from prescription firstly. Then this paper states the special theory and the law of development for Chinese medicine， including view of nature and overall concept， personalized diagnosis and treatment， characteristics of practice and law of inheritance， characteristics of Chinese medicine. Based on the original meaning of the separation of dispensing from prescription， this demonstrates that it is not suitable for Chinese medicine to implement the separation of dispensing from prescription. In order to promote Chinese medicine gain more and more new outcome， the TCM must adhere to the integral development.

中医药是中华民族的瑰宝，为我国人民的健康事业做出了巨大贡献。而近现代由于西医科学的主流话语权地位，我国一直将中医药放置于西医药的标准框架内来衡量[1]，用西医西药的管理思维和方式管理中医药，因医改而大热的“医药分家”也波及到中医药。有些研究认为中医药也应像西医西药那样分家，中医药的发展仍然处于迷途状态。《国家中长期科学和技术发展规划纲要》[2]提出了推动“中医药传承与创新发展”的重点任务，中医药的发展上升为国家战略。同时近年来各级政府在我国卫生事业改革中不断加大支持中医药发展的力度。那么，中医药如何在新的环境背景下实现传承、创新和发展，是否适合进行医药分业，都值得深入思考。本文从医药分业的基本概念和模式出发对此进行深入探讨。
