河南省低碳经济发展的路径分析

[摘 要] 河南省作为中国经济发展的重要组成部分，必须在科学发展观的指导下，对发展阶段、能源结构、技术水平等方面的问题进行积极处理，以政府为主导，推动我省低碳经济的发展，降低对高碳资源的依赖，实现国民经济的可持续发展。本文主要对低碳经济概况、河南省经济发展中低碳经济存在的问题进行了分析，并提出了相应的解决措施。

Path Analysis of Low Carbon Economy Development in Henan Province

Abstract：Henan Province， as an important part of China's economic development， must deal with the problems actively including the development stage， energy structure and technical level   under the guidance of scientific development concept， dominated by the government， promote the development of low carbon economy in Henan Province， reduce reliance on the high carbon resources，to achieve the sustainable development of national economy. This paper mainly analyzes the general situation of low-carbon economy and the problems of low-carbon economy existing in the economic development in Henan Province， and puts forward the corresponding solutions..

胡锦涛总书记在2007年9月亚太经合组织会议上首次提出中国要“发展低碳经济”，加强研发与推广“节能技术”和“低碳能源技術”。低碳经济发展不仅关乎世界发展，更能改善我国能源结构，是全面贯彻落实科学发展观，实现经济可持续发展的根本途径。河南省位于中国中东部、黄河中下游，华北平原。作为全国重要的农业及粮食生产大省，在国民经济发展中，河南省占有重要地位。如2013年国内生产总值继续位居全国第五位、中西部首位。在低碳经济发展，河南省应在实现人与自然生态环境和谐的基础上寻求发展，应对碳效率进行最大限度地提升，研发新能源、可再生能源的同时，也不能对高能耗、高排放产业、产品完全放弃，在发展低碳经济的前提下，确保交通便利，提高人们生活水平。只有这样才能在保持经济发展的同时，实现节约能源、保护环境等目的，一步一步向低碳经济的可持续发展迈进。
