医院医保管理的实践与体会

【摘要】随着我国现代基础设施建设及社会经济的不断发展，医疗保险作为我国立法保护、疾病医疗费用补偿的重要形式在我国社会中具有重要应用意义，因此加强医保管理，促进医保完善性发展非常重要。故本文主要以医院医保管理实践为基础，探究医保管理完善措施，不断促进医疗事业的有效开展与进步。

With the continuous development of China's modern infrastructure construction and the social economy，medical insurance as legislation，medical expenses compensation is an important form in the society of our country and has important application significance. Therefore，to strengthen the management of medical insurance，promote the development is very important. This paper mainly based on the practice of hospital medical insurance management，to explore the improvement measures of health insurance management，and constantly promote the effective development and progress of medical treatment.

1　医保组织管理

医院成立医保管理领导小组，由院长、业务副院长担任组长和副组长，医保办主任1名，办事员4名。在分管院长领导下，依据省、市、县（区）医保经办机构管理规定，制定医院医保管理规章制度、医保办工作职责、医保患者就诊管理办法以及医保患者总额预付指标考核办法等制度［1］。同时，医院成立了医保管理委员会，由医务、护理、计算机中心、药剂科以及部分临床科室主任组成，定期召开会议，对现行医保政策执行情况以及重大医保事件进行讨论、决策。

2　加强与各医保主管部门以及医院科室的协作

认真落实各级医保经办机构的各项医保政策规定，加强沟通和协作，为各级医保经办机构反馈在医保政策执行中存在的问题，提出建议等。同时，医院医保工作涉及到医务、护理、财务、药剂、信息等众多管理部门［2］，医保办要发挥好沟通桥梁作用，从贯彻执行各级医保经办机构医保政策入手，不断规范医院医保管理流程，赢得院内各相关职能部门的全力支持和配合。……
