2015年南海国际舆论、外交与安全形势回顾

[摘要]2015年，南海地区形势持续发酵。国际舆论层面围绕中国岛礁建设与中菲国际仲裁呈现出“双线多爆点”的特征；南海地区外交形势，由于美国在南海奉行“前沿—前线”策略和中美南海博弈地位的凸显，出现了明显的变化，而地区或周边国家则面临更小的权衡取舍与运作空间；南海地区安全形势则受中美南海博弈与对峙局面的影响，不时出现紧张局面，而同时，在非传统安全形势依旧不乐观的情形下，传统安全方面的威胁日益加重。

Abstract：The situation in the South China Sea (SCS) continues to ferment in 2015. The international public opinions, which focus on the islands and reef construction of China and the Philippines-Sino international arbitration, present a characteristic of double lines & lots of detonation points. Due to America’s frontier-front strategy in SCS, the games between China and US in SCS complicate and become more dangerous, and diplomacy in SCS changes a lot. And then the regional countries will have less choice and operational space. Regional security in SCS which is affected by the games and stalemate between China and US appears tension situation from time to time. Although traditional security threats increase a lot, we take a dim view the situation of regional non-traditional security.

2015年，南海议题持续发酵，南海主权争议、南海安全仍然是其中最突出的聚焦点，也是国际舆论、区域内外国家外交与对话的热点。相比之下，南海安全形势2015年出现急剧变化，中美围绕中国南海岛礁建设及所谓的“军事化”议题、美国南海巡航等话题在外交、军事层面交锋多次，而这也构成了南海安全形势2015年最突出的特征，使南海安全形势中传统安全、非传统安全的比重对比发生了急剧的变化。

一南海地区国际舆论的基本态势

2015年，南海问题的国际舆论围绕中国南海岛礁建设问题和“中菲南海仲裁案”两条线索持续发酵，引发多个舆论爆点，呈现出明显的“双线多爆点”结构。……
