Abstract:Seen from the supply side, the higher education development in both China and India faces the environmental opportunity and challenges, such as rapid economic growth, and contradictions between the quality and quantity of higher education. The supply side of higher education is difficult to adapt to the rapid change of domestic demand in China and in India. The paper highlights the differences in higher education philosophies and institutional supply between China and India. The article thereby proposes that only by deepening reform, guaranteeing quality, increasing the investment, developing under innovation-driven force, learning from each other, and promoting total factor productivity, can China and India avoid the “middle-income trap”.
