文化软实力视域下医院廉政文化建设的实践路径

摘要：廉政文化建设是新形势下反腐倡廉工作的一个有效载体和抓手，是提高医务人员廉政意识的有效途径。文化软实力主要表现为文化的影响力，借助于文化软实力的理论基础，探讨医院廉政文化的建设路径，可以切实提升医院廉政建设成效。

The Practical Way of Hospital Clean Culture Construction from the Perspective of Cultural Soft Power

Abstract：The cultural construction is an effective carrier and means of anti-corruption work under the new situation，is the effective way to improve the awareness of medical staff.Cultural soft power is mainly the influence of culture，with the help of the theoretical basis of cultural soft power，to explore the path of building a hospital clean culture，can effectively enhance the effectiveness of the construction of the hospital.

文化软实力是一个国家基于文化的生命力、创造力、传播力而形成的体系。廉政文化建设作为一种文化现象，集文化的魅力和廉政的要求为一体[1]，是文化软实力的一种具体表现形式，是夯实廉政教育成效的关键性举措，能有效促进文化价值认同，推动医院廉政建设的可持续发展。

1 文化软实力的理论基础

1.1“软实力”这一概念是在20世纪80年代末，由美国著名政治学家哈佛大学教授约瑟夫·奈在《软实力--国际政治的制胜之道》一书在最早提出的。他认为，一个国家的综合实力不仅包括经济、科技、军事等可以计量的硬实力，还包括文化、意识形态等表现为精神力量的软实力[2]。在我国，党的十七大提出“提高文化软实力”这一重要议题，十七届六中全会明确了增强国家文化软实力的任务，党的十八大对提高文化软实力的紧迫和重要程度作了明确定位，不仅把增强国家文化软实力放到一个非常明确的战略地位上，而且对于如何做大做强国家的文化软实力进行了宏观与微观的论述，显然，文化软实力的提升已经成为新的历史条件下的发展任务。……
