工程项目库审核系统对于预算前置性的提升

【摘 要】供电公司坚持发展速度、质量和效益并举的原则。储备的工程项目既要满足地区经济发展的需求，又要满足电网安全运行、生产经营的需要，因此，按照《国家电网公司项目可研经济性与财务合规性评价指导意见》的相关要求，依托自行研发的工程项目库审核系统对拟储备工程项目的合规性进行初步审核，提升项目预算的前置性评价管理水平，从源头上规范了项目支出，实现了项目预算的事前管控，确保公司工程项目支出依法合规。

【Abstract】The power supply company adheres to the principle of developing speed， quality and benefit simultaneously. The reserve project should not only meet the needs of regional economic development， but also meet the needs of the safe operation of the power grid and production and operation. So in accordance with the project requirements of “National Power Grid Corp project feasibility study， economic and financial compliance evaluation guidelines”， on the basis of a self-developed project library audit system， preliminary review of the compliance of the proposed reserve project will be carried out to improve the pre evaluation and management of the project budget， which regulates project expenditure from the source， achieves the project budget control in advance， and ensures that the company's project spending compliance in accordance with the law.

1 工程项目预算评价目标

项目可研经济性与财务合规性审查是落实省公司项目预算全过程管控的重要举措，在可研经济性方面管理目标是确保纳入储备的项目符合公司投入产出要求，兼顾社会效益和经济效益，项目投资效益指标评价客观合理；在财务合规性方面管理目标是确保纳入储备的项目符合国家财经法规和公司财务制度要求，项目投资估算合理、取费标准和依据充分、设备材料价格公允、没有虚列成本现象等；在项目可研编制、评审、批复过程中，财务部门应用指导意见对项目的可研经济性、财务合规性提出审核意见，完善项目储备，科学合理编制年度投资计划、提高电网投资效益。利用工程项目库审核系统，将财务信息转化为业务语言，使财务制度和管理要求融入其中，打通业务通道与数据通道，促进价值鏈与业务链有机融合；……
