如何促进科技档案管理中知识产权保护的思考

【摘 要】知识经济时代，科学技术是第一生产力，在不断的发展过程中，我国于科研方面产生了大量的研究成果，能够为社会发展注入动力，但是从目前来看，在科技档案管理中，存在着知识产权保护不到位的情况，不仅影响了科技转化的效率，也對经济的稳定发展产生了一定影响。本文从科技档案管理和知识产权保护的特点出发，分析了当前科技档案管理总知识产权保护存在的问题，并就如何做好科技档案管理中的知识产权保护提出了几点合理化建议。

【Abstract】In the era of knowledge economy， science and technology are the first productive forces. In the process of continuous development， our country has produced a large number of research achievements in scientific research and can inject power into the social development. However， in the present time，there is a situation in which the protection of intellectual property is not in place in the management of scientific and technological archives， which not only affects the efficiency of the transformation of science and technology， but also the stable development of the economy. There is a certain impact. Based on the characteristics of the management of science and technology archives and the protection of intellectual property rights， this paper analyzes the existing problems in the protection of the general intellectual property rights of the current scientific and technological archives management， and puts forward some reasonable suggestions on how to do well in the protection of intellectual property in the management of scientific and technological archives.

0 前言

知识产权保护是一个非常复杂的问题，涉及经济、社会、法律等多方面因素，做好科技档案管理，是知识产权保护中一项不容忽视的内容。但是就目前而言，在科技档案管理中，相关部门并没有重视知识产权保护工作，也因此引发了不少问题，导致知识产权的泄漏和流失。基于此，需要在开展科技档案管理工作的同时，做好知识产权保护，为社会经济发展提供可靠的推动力。

1 科学档案管理与知识产权保护

科技档案指在科学研究、生产技术等活动的基础上形成的各种文件资料，其本身具有专业性、多样性、成套性和现实性的特点，具备情报功能、知识储备与依据凭证功能，能够促进经济效益的提高，推动生产力发展。科技档案实际上属于知识产权的一个重要组成部分，做好科技档案管理，对于知识产权保护及利用有着积极作用，应该得到足够的重视。……
