五区叠加背景下人才需求与创业教育对接研究

摘  要：发挥五区叠加的政策优势，实现三海跨越、完成五个新区的历史任务的关键是人才优先发展。本项目通过研究福建省十三五规划和五个新区的产业规划，提炼出自贸区、现代服务业、主导产业、战略新兴产业和互联网经济的创新型人才需求与创业教育的对接内容，为应用型大学人才培养计划提供参考建议。

Abstract： The key to take advantage of the superiority of the Superimposed Policy of the Five New Districts， spanning development of the Channel & Marine economy， the completion of the historical task of the Five New Districts is to give priority to the development of talents. Based on the study of the 13th Five - Year Plan of Fujian Province and the industrial planning of the five new districts， this project discusses the demand for innovative talents and the content of entrepreneurship education in free trade zone， modern service industry， leading industry， strategic emerging industry and internet economy so as to provide a reference for talent training programs in applied universities.

一、概述

自2016年以來，福州相继获得福建自贸试验区福州片区、“海丝”核心区、国家级生态文明试验区、国家级福州新区、国家自主创新示范区等“五区叠加”政策，这对于福州进一步发挥政策优势，建设有福之州，具有重要的驱动作用。通过五区叠加政策，要实现“海丝”、海洋和海峡的跨越式发展、完成五个新区的历史任务，人才优先发展是关键。

二、福建省创新型人才需求现状

从福建省现有人才情况来看，高层次、创新型人才总量不足、国际化程度不高的特点很明显，无法满足当前建设需要。传统的专业技能型人才和研究型人才培养模式，缺乏创新型人才与复合型人才的培养。已经逐步彰显出人才培养模式与人才需求的不匹配。高等教育培养的人才对地方经济的发展贡献呈现减弱的趋势。

随着自贸片区发展，产业结构不断朝着发展目标转型升级，必然出现新兴行业、重点发展行业的人才缺口，自贸区对既懂金融又懂法律、既懂国际贸易又懂英语的外向型、创新型、复合型的人才求贤若渴。……
