基于创新驱动的河南省体育产业转型升级对策研究

摘 要：当前，河南省经济迈入一个快速平稳的好时期，在此背景下，河南省深入贯彻全民健身国家战略，进一步加快体育产业的发展。全文紧紧围绕体育产业这一大主题，从体育产业主要的4大模块入手，结合我国体育产业发展的现状，全面合理诊断河南省体育产业发展中存在的机遇与风险，规划出河南省体育产业的发展路径，为提升河南省体育产业转型升级、提高产业竞争力，系统地提出加速河南省体育产业发展的政策建议。

Research on the Countermeasure of Transformation and Upgrading of Sports Industry in Henan Province Based on Innovation Driving

Abstract： Currently， Henan's economy has stepped in a fast and stable period. Against this background， it is advisable for Henan Province to thoroughly implement the national strategy of national fitness and to further accelerate the development of sports industry. The article is closely related to the major theme of the sports industry， begins with the four mainly modules of the sports industry and combines with current situation of the development of sports industry in China. It makes a comprehensive and reasonable diagnosis of the opportunities and risks in the development of sports industry in our province， plans the development path of sports industry in Henan Province， for the promotion of transformation and upgrading of sports industry in Henan Province and the competitiveness of industries， the article systemically proposes the policy suggestion on accelerating the development of sports industry in Henan Province.

国家主席习近平同志在亚太经合组织（APEC）会晤中首次明确阐述了“新常态”的概念，主要内涵为：一是速度，指经济从高速增长转为中高速增长；二是结构，经济结构不断优化升级；三是动力，从传统的要素驱动、简单的投资驱动转向“创新驱动”。新常态下中国的经济环境对于体育产业快速发展、转型升级带来前所未有的发展机遇。经济新常态就是要素驱动型、投资驱动型增长方式向创新驱动型增长方式转变，新常态经济的增长方式是创新驱动型增长方式[1]。目前，在国家推行全民健身战略、“一带一路”战略和供给侧结构性改革战略下，河南省体育产业发展机遇与挑战并存。面对当前良好的政治、经济环境，针对河南省体育消费能力不足、体育产量不足和体育服务业比例偏低的现状，河南省迫切需要全面深化改革，推动体育产业转型升级。……
