乌鲁木齐市中小企业创新意愿的影响因素研究

摘 要：以乌鲁木齐市69家中小企业为样本，分析乌鲁木齐市中小企业创新意愿及影响因素，研究结果表明：民营中小企业创新意愿更为强烈；研发人员配置规模越大、研发资金投入越大、资金来源渠道越多、设有专门技术研发机构的中小企业创新意愿更为强烈；对创新重视程度越高、认为创新能促进中小企业生存发展的中小企业创新意愿更为强烈。

Research on Influencing Factors of Innovation Willingness of Small and Medium-sized Enterprises in Urumqi

Abstract： Taking 69 small and medium-sized enterprises （SMEs） in Urumqi as the samples， this paper analyzed the innovation willingness and influencing factors of SMEs in Urumqi. The research results showed that private SMEs had stronger innovation willingness； the larger the scale of R & D personnel was， the more the invested R & D funds were， and the more the sources of funds were. The innovation willingness of SMEs with special technology R & D institutions was stronger， and the higher the degree of emphasis on innovation was， the stronger the innovation willingness will be for SMEs that think that innovation can promote the survival and development of SMEs.

近年来，随着“西部大开发战略”“援疆战略”“一带一路”倡议的不断推进，大量资金和政策扶持降低了中小企业的社会成本，优化了中小企业发展环境，激发了中小企业的创业热情，乌鲁木齐市的中小企业迅速崛起。党的十九大报告指出，创新是引领发展的第一动力，中小企业创新可以提高行业竞争力和抵御市场风险的能力，尤其是中小企业的创新是其生产和发展的根本内在动力，但是创新也存在各种市场风险，如成本上升、人才流失、周期漫长等[1-2]。本文研究乌鲁木齐市中小企业对创新的意愿影响因素，可为乌鲁木齐市提升中小企业创新意愿和制定相关政策提供客观真实的依据。

1 中小企业创新意愿调查分析

1.1 调查方案

重点针对乌鲁木齐中小企业创新状况（经历、方式、投入、成果等），采用简单随机抽样的办法进行问卷发放调查。调查问卷共发放75份，其中剔除漏填过多的无效问卷6份，最终得到有效问卷69份，有效回收率92%，样本量满足设计要求。……
