浅谈SAT在核电调试人员培训中的应用

【摘 要】核電项目是复杂的系统工程，其中，调试是关键环节，调试是使安装好的核电厂部件和系统运转并验证其性能是否符合设计要求和有关准则的过程，包括无核反应和带核反应的试验。调试是验证设计质量、安装质量的综合性过程，具有专业性高、综合性强、动态过程多、专业人员集中且配合度高等特点，为此，在一定意义上讲，满足质保大纲要求、取得分级授权、具备足够素质能力的核电调试人员是保证调试质量的关键要素。为消除调试人员的素质与能力的不足而带来的对核电站建造质量的影响，调试人员的各项培训需要进一步加强与提升。针对核电作为复杂系统工程的特点，国际原子能机构（IAEA）在核电培训工作领域重点推荐了系统化培训方案（SAT）。根据培训工作经验及调试质保大纲对培训体系建设的要求，本文重点针对调试人员现有的培训及存在的问题，结合SAT的应用，提出了通过分析调试人员工作任务来明确培训目标、恰当地实施培训并对学员评价来提升培训参与度、建立全面的培训反馈机制来进一步改进培训的良好实践和改进建议。

【Abstract】nuclear power project is complex system engineering， among them， the debugging is the key link， debugging is installed nuclear power plant components and system operation and verify that its performance meets the design requirements and the process of the relevant standards including seedless response and bring the nuclear test. Commissioning is to verify the design quality， the installation quality comprehensive process， with high professional， comprehensive， dynamic process and professional focus and cooperation degree is high， therefore， in a sense， meet the requirements of the quality assurance program， hierarchical authorization， have enough quality ability of nuclear power is a key element to ensure the quality of debugging debugging personnel. In order to eliminate the impact on the construction quality of the nuclear power plant caused by the shortage of the quality and ability of the commissioning personnel， the training of the commissioning personnel needs to be further strengthened and improved. In view of the characteristics of nuclear power as a complex system project， the international atomic energy agency （IAEA） has recommended the systematic training program （SAT） in the field of nuclear power training. According to the outline of training working experience and commissioning quality assurance requirements for the construction of training system， this paper focus on the debugging personnel training and existing problems， combining with the application of the SAT， task put forward by analyzing the debugging personnel to clear training objectives， appropriate to the implementation of the training and evaluation to improve training to students participation， the establishment of a comprehensive training feedback mechanisms to further improve the training of good practice and Suggestions for improvement.
