独立学院“报关实务”实践教学环节的优化研究

摘 要 随着海关通关相关政策变革，报关行业和用人单位越来注重报关从业人员的实操水平，笔者结合“报关实务”课程的特点以及最新关务测试的实务考核要求以及报关单位招聘标准，进一步优化“报关实务”的报关实践教学环节。

Optimization Research on the Practical Teaching Links of

the Customs Clearance Practice of Independent Colleges

Abstract With the change of customs clearance policy， customs declaration industry and employers pay more attention to the practical level of customs declaration practitioners. The author further optimizes the practical teaching link of customs declaration practice based on the characteristics of Customs Declaration Practice course， the practical assessment requirements of the latest customs testing and the recruitment criteria of customs declaration units.

“报关实务”是国际经济与贸易、国际物流、世界经济等本科相关涉外专业开设的一门专业核心课程，是为培养在对外贸易中掌握我国各项通关制度以及通关程序，掌握报关技能的合格的报关人才而开设的课程，该课程具有独立性强、实践性强、政策性強和时效性突出等特点。

2018年起报关水平测试改为关务水平测试，新的关务水平测试在测试内容上以企业需求和关务人员就业为导向设计，以考查关务专业知识和关务岗位实操技能为测试目标。在此背景下，独立学院需要主动适应当前新形势，按关务水平测试的要求改革报关课程的教学环节，以培养符合市场需求的合格关务人才。

1 关务水平测试实务考核的重点

2018年报关协会新发布的《关务水平测试考试大纲》规定了关务基础知识100分，关务基本技能（实践操作）200分。重点考查关务基本技能，尤其是实际工作中经常涉及到的知识点成为考试的重点。进出境报关占50分，保税加工关务管理占45分，进出口货物商品归类管理占40分，进出口货物报关单填制35分，进出口税费核算占30分。
