关于政府借助淘宝网管理模式参与工程项目管理宏观调控的探索研究

摘 要 随着全球经济一体化，新技术与高科技不断发展创新，大型、复杂工程项目为适于国家经济的发展、人民对物质生活的需求而不断涌现，工程项目的技术难度、建设内容、建设规模也随之复杂化。本文通过研究淘宝网的管理模式，探讨政府主要借鉴淘宝合作平台设计打造第三方信息平台，对工程项目进行宏观调控并使其具有规范性，从而促进我国建筑市场的健康持续稳定发展。

Research on the Government's Participation in the Macro Regulation and Control of Project Management with the Help of Taobao Network Management Mode

Abstract With the integration of the global economy， new technology and high-tech continue to develop and innovate， large and complex projects for the national economic development， people's needs for material life and constantly emerge， the technical difficulties of the project， construction content， construction scale also complicate. By studying the management mode of taobao， this paper discusses that the government mainly USES taobao cooperation platform design to build a third-party information platform for macro-control and standardization of engineering projects， so as to promote the healthy and sustainable development of China's construction market.

0 背景

自2015年我国宣布启动编制“十三五”规划（中华人民共和国国民经济和社会发展的十三个五年规划纲要）以来，中共中央政治局委员、国务院总理李克强在“十三五”《规划纲要》编制工作会议上指出，要通过实施一批重大工程和重大项目，抢占事关国家竞争力的战略最高点。政府在社会主义市场经济环境下对快速发展的建筑市场进行有效地宏观调控是建筑市场健康持续发展的重要保证，政府如何创造规范性、高效性的工程项目管理模式，加强对工程项目进行宏观调控，且使工程项目管理规范性，成为业内专家激烈讨论的话题。有学者指出工程项目的不规范是由于社会和企业的项目管理观念淡薄，法律制度不健全。[1]现阶段，大部分由国内开展的建筑工程项目都没有明确的组织机构、健全的管理体系以及完善的服务功能等，不能够很好地满足建筑工程项目管理的相关要求。……
