烟台市构建新型政商关系情况的调查与思考

摘   要： 民营经济已经成为我国稳定经济的重要基础、财政收入的重要来源、促进就业的重要渠道、技术创新的重要主体、经济持续健康发展的重要力量。当前形势下，构建“亲”“清”政商关系，对营造良好营商环境、有效激发市场主体活力、促进经济社会平稳健康发展具有十分重要的意义。然而，通过对烟台市各县市区进行问卷调查和现场采访，我们发现，目前在构建新型政商关系方面仍存在诸多问题，亟待解决。

Investigation and Consideration on the Construction

of New Type of Government-Business Relations in Yantai City

Abstract：  Private economy has become an important basis for stabilizing our economy， an important source of financial revenue， an important channel for promoting employment， an important subject of technological innovation， and an important force for sustained and healthy economic development. Under the current situation， it is of great significance to build a good business environment， effectively stimulate the vitality of market players and promote the stable and healthy development of economy and society to build a “pro-Qing” political-commercial relationship. However， through questionnaires and on-site interviews in various counties and municipalities of Yantai City， we find that there are still many problems in building a new type of political-business relationship， which needs to be solved urgently.

政商關系在中国是一个古老而又崭新的话题，健康和谐的政商关系是国家经济发展的重要动力和社会稳定的重要基础。习近平总书记在全国政协十二届四次会议民建、工商联界委员联组会上发表了重要讲话，把新型政商关系精辟而深刻地概括为“亲”“清”两字，廓清了新时期政商交往的方向和内涵，明确了政商交往的行为标准和衡量标尺。当前形势下，构建“亲”“清”政商关系，对营造良好营商环境、有效激发市场主体活力、促进经济社会平稳健康发展具有十分重要的意义。[1]笔者尝试从烟台市构建新型政商关系的基本做法出发，研究分析烟台构建新型政商关系的现状及存在的问题，以期提出具有针对性和可操作性的构建新型政商关系的对策建议。

一、烟台市构建新型政商关系的基本做法
