网络食品监督抽样工作方法探讨

摘 要：为加强网络食品监管，切实做好网络食品监督抽样工作，本文通过与传统线下抽样对比，分析当前网络食品监督抽样工作中的难点，并结合多年工作经验，围绕网络食品监督抽样的全过程，对制定抽检计划、抽样队伍建设、抽样过程样品信息采集、证据留存等方面存在的问题展开探讨，提出一些切实可行的解决方法，为从事食品网络抽样工作的人员提供建议，为监管部门制定相关的网络食品抽检工作规范提供参考。

Abstract：In order to strengthen the supervision of online food and do a good job of online food supervision sampling， this paper analyzes the difficulties in the current online food supervision sampling work by comparing with the traditional offline sampling， Combined with many years of work experience， focusing on the whole process of online food supervision and sampling， this paper discusses the formulation of sampling plan， the construction of sampling team， the collection of sample information in the sampling process， and the retention of evidence， and puts forward some practical solutions to provide suggestions for the personnel engaged in online food sampling， and formulate relevant online food sampling work for the supervision department The specification provides reference.

我国“互联网+”模式经济正高速发展，电商平台网购已成为人们日常生活中必不可少的一部分。因不受地域限制、品种齐全、实惠便捷等特点，网购食品越来越受消费者欢迎，线上食品销售也逐步成为食品行业新的增长点[1]。网络食品销售的快速发展给消费者带来了便利，也给食品安全带来了新的问题。因电商销售者主体自身存在虚拟性、跨地域性以及多方参与等因素，网络销售食品的安全问题日益凸显[1-2]。2016年，国家食品药品监管部门颁布的《网络食品安全违法行为查处办法》正式实施，县级以上市场监管部门有权对网络食品开展监督抽验工作。至此，每年国家的抽检计划中都有针对网络食品的检测工作，且逐年增多，因此，加强对网络食品的监管力度已刻不容缓。网络食品抽样是网络食品监督抽检的第一步，做好这一步至关重要，与实体生产经营环节相比，网络抽样存在一些特殊的问题。……
