浅谈ISO/TS22163国际铁路行业标准在企业中的应用

摘  要：随着中国铁路行业大发展，轨道交通行业从铁路基建到列车制造，再到铁路行业的每一款零部件的研发、制造经过了十几年的高速发展，目前，铁路基建技术、动车组整车技术可以说已经走在世界前列。近些年轨道交通各企业施行ISO/TS22163国际铁路行业质量管理体系（以下简称：ISO/TS22163），这一外来的管理体系如何适应国内企业的需要？如何将标准条款融入到企业管理的各个角落，真正为企业发展服务，而不出现“两层皮”的现象？本文就该ISO/TS22163体系进行简要的分析，使读者对该体系有所了解。

Abstract： With the rapid development of China's railway industry， the industry has undergone more than ten years of rapid development from railway infrastructure to manufacturing and then to R&D and manufacturing of every part of the railway. At present， railway infrastructure and EMU technology can be said to have been in the forefront of the world.In recent years， many rail transit companies have implemented ISO/TS22163 international Railway industry quality management system （hereinafter referred to as： ISO/TS22163）. But how does this foreign management system meet the needs of domestic enterprises？ How to integrate the standard clauses into all aspects of enterprise management and truly serve the development of the enterprise without different results of the same standard？ This article focuses on a brief analysis of the ISO/TS22163 system so that readers can understand the system.

1  国内轨道交通行业现状

国家“十三五”铁路规划提出了由原来的四纵四横升级到未来的八纵八横，在国内各大城市之间已形成以高铁、动车、地铁、城市快速铁路、高架轻轨等为主的多元化发展趋势，未来我们有可能就会像乘坐地铁一样，方便地乘坐高铁，零距离地换乘。轨道交通各企业也相应地飞速发展，各种产品推陈出新，部分企业从技术引进到自主研发。然而，轨道交通行业本身要求零部件的可靠性比一般行业高许多，但实际上各企业管理水平参差不齐，给轨道交通行业带来不小的隐患。

2  ISO/TS22163标准的起源

ISO/TS22163也称为IRIS，它是国际铁路行业标准《International Railway Industry Standard》的缩写，是一套专门针对轨道交通行业质量管理体系的标准，也是轨道交通行业的质量评估（管理）体系。它最早由欧洲铁路行业协会（UNIFE）在ISO 9001：2000的基础上，针对铁路行业的特殊要求而……
