我国城市棕地治理现状及对策

摘 要：我国在城市化进程中产生了大量的棕地，严重阻碍了城市经济的健康发展，危害了城市居民的身体健康。面对日益增加的城市棕地问题，必须提出有效的治理方法才能促使城市化进程的健康有序发展。本文综述了我国棕地的污染特征和现状，并结合目前存在的问题给出了一些治理建议，以期为我国城市棕地的开发利用提供参考。

Abstract： In the process of urbanization， China had produced a large number of brownfields， which seriously hindered the healthy development of the urban economy and endangered the health of urban residents. In the face of increasing urban brownfield problems， effective governance methods must be proposed to promote the healthy and orderly development of urbanization. In this paper， the pollution characteristics and current situation of brown land in China were summarized， and some suggestions were given based on the existing problems， in order to provide reference for the development and utilization of urban brown land in China.

棕地（Brownfield Site）一词最早源自于英国。1980年，美国在《综合环境响应、补偿与责任法案》中对棕地进行定义，认为棕地是指废弃、闲置或未被充分利用的工业或商业用地，由于受到实际或潜在的污染而使其扩建或重建变得复杂的土地[1]。随后英国学者认为棕地是在城市中被遗弃或废弃的土地，而对该土地是否受到污染并没有进行解释[2]。目前，我国学者普遍认为棕地是指已经利用过的土地，因某种原因被废弃闲置，再次开放利用之前需要进行修复治理的土地[3]。

棕地是社会经济发展的产物，城市中的棕地主要是指工业废弃地。在城市化进程中，由于科学技术的发展和产业结构的调整，导致一些原有的工业企业倒闭，或者搬离城市中心地区，从而形成了大量的工业废弃型棕地。与西方发达国家对比，我国在城市化进程中，城市人口急剧增加，对城市土地的需求也随之增加，因此城市棕地的再开发也变得更加紧迫。但是，在棕地开发利用过程中，由于环境保护意识淡薄、对土地的治理还缺乏监管和法律的约束及开发商只注重经济利益等，导致在棕地再利用过程中出现了许多环境污染及人身伤害事件。……
