新时代建设海洋强国战略研究述评

[摘 要]新时代关于建设海洋强国战略的研究在建设海洋强国战略的内涵、形成条件和基础、重要作用、历史机遇与战略挑战、现实路径和保障体系等方面，形成了很多具有理论价值和实践指导意义的观点。但已有的成果在研究的逻辑性、系统性和视野上存在一定的局限性。据此，提出推进建设海洋强国战略的整体性研究，可以从科学阐释其内涵实质、深入剖析其战略环境，以及系统地构建其现实路径和保障体系等方面展开，从而为坚持陆海统筹和加快建设海洋强国奠定理论基础，提供行动指南。

Abstract：The research on the strategy of building a maritime power in the new era involves its connotation， forming conditions and basis， important role， historical opportunities and strategic challenges， realistic paths and guarantee systems， etc. Many views with theoretical value and practical guiding significance have been formed. However， there are some limitations in the logic， systematicness and vision of the present research. On this basis， the integrated research on promoting the strategy of building a maritime power can be carried out from the aspects of scientific interpretation of its connotation， in-depth analysis of its strategic environment， and systematic construction of its realistic path and guarantee system， so as to lay a theoretical foundation and provide action guidance for adhering to the land-sea overall planning and accelerating the construction of a maritime power.

自從2012年党的十八大正式提出建设海洋强国的重大战略以来，特别是党的十九大提出“坚持陆海统筹，加快建设海洋强国”的要求之后，习近平总书记发表了关于加快建设海洋强国的一系列重要论述，海洋强国战略的研究也一跃成为学术热点，许多学者对此展开了研究，形成了很多具有理论价值和实践指导意义的观点。对现有的研究成果进行系统全面的梳理和总结，既可以明确未来的研究方向和重点，系统深入地推进新时代建设海洋强国战略的研究，又可以为坚持陆海统筹加快建设海洋强国提供理论指导，推动新时代中国特色社会主义建设事业顺利开展。

一、新时代建设海洋强国战略研究的进展
