昆明市松华坝水源区保护与农业发展路径探索

摘 要：为了更好地探索出昆明市松华坝水源区保护和农业发展路径，采用文献查阅、政策文本分析等研究方法，分析昆明市松华坝水源区概况、水源区保护与农业发展中存在的问题，提出了优化农业产业结构、开发水源区延伸价值，引进农业龙头企业、带动库区经济发展，加强水源区管理服务、加大水源区保护力度，健全生态补偿机制、合理控制水库人口数量等对策建议，以期更好地在保护水源区的前提下促进农业发展，带动农民增收。

Discussion on the Protection and Agricultural Development of Songhuaba Water Source Area in Kunming City

Abstract： In order to better explore the protection and agricultural development path of Songhuaba water source area in Kunming， by using literature review， policy text analysis and other research methods， this paper analyzes the general situation of Songhuaba water source area in Kunming， the problems existing in the protection and development of Songhuaba water source area，put forward the optimization of agricultural industrial structure， develop some extension value; The introduction of agricultural leading enterprises to promote the economic development of the reservoir area; Strengthen the management service of water source area and strengthen the protection of water source area; Improve the ecological compensation mechanism， reasonable control of the reservoir population number of countermeasures and Suggestions， in order to better protect the water source area and drive farmers income under the premise of promoting agricultural development.

1 松华坝水源保护区概况

松华坝水源保护区位于昆明市东北面，水库年供水达1.72亿m3，是我国第1个饮用水资源保护区，也是昆明市重要的集中式饮用水水源地之一。保护区总面积629.8km2（径流面积593km2），占盘龙区国土面积71%。保护区内有47个社区（村民委员会），304个居（村）民小组，88277人，耕地面积8180.5hm2，林地面积57075.5hm2。

针对松华坝水源保护区的水源保护，当地政府制定出台了一系列政策法规，如《昆明市松华坝水库保护条例》、《中共昆明市委昆明市人民政府关于进一步加强集中式饮用水源保护的实施意见》、《昆明市集中式饮用水源地管理保护实施意见》、《盘龙区关于松华坝水源保护区禁止花卉（百合花、康乃馨）种植的整治方案》等政策文件，规定了一系列保护水源的限制措施。近年来，昆明市大力开展生态建设工程，加强环境污染治理力度，确保松华坝水源区水质稳定在Ⅱ类水。……
