生态型电子政务建设的管理机制探究

摘要：相对于传统的分布模式电子政务，生态型电子政务具有共享、协同、动态、追求整体效益等特性，其建设工作对系统性和整体性提出了更高的要求。设定合理的管理机制是生态型电子政务建设工作的关键环节。本文通过苏州工业园区信息化建设实践，建立了电子政务系统建设理论与实践的对应关系，即体制与机制的设计是系统在组织和管理维度上的映射;从电子政务在整个信息化工作中的定位入手，运用系统工程方法论深入分析信息化本质，描述其生态环境和组织的构成，并从组织角色的角度提出电子政务建设工作管理机制建立的必要性及属性。

Abstract： Compared with the traditional decentralized mode of e-government， ecological e-government has the properties of sharing， collaboration， dynamics and the pursuit of overall benefits. Its construction work has higher requests for the systematization and integrity， so that a rational design of the management mechanism is the key. Based on the empirical researches of the informatization construction in Suzhou Industrial Park， we established the correspondence between the theory and practice of e-government system construction， that is， the design of system and mechanism is the mapping of system in the dimensions of organization and management. Starting from conceptualizing E-government in the informatization framework， we used system engineering methodology to analyze the nature of informatization， described its ecological environment and organizational composition， and proposed the necessity and attributes of establishing an e-government construction management mechanism from the perspective of organizational role.

0  引言

①建设中的困境。

经过二十多年的发展历程，我国的电子政务建设，尤其是基础设施方面取得了巨大成就。然而重建设轻应用的问题仍广泛存在。政府在信息化方面投入力度之大，令所有相关单位和部门承受着同等巨大的压力。尽管知名供应商云集，但结果往往不尽人意。轻者，资金拨付到位却目标模糊、无从下手;重者，造而不用，资源严重浪费;甚者，信息化投入严重失衡，引起法律纠纷。笔者以为，建设难以达到要求的问题实质上是对建设工作缺乏系统工程意识的问题：将政府信息化同本体业务割裂开来，仅从技术上寻求解决方案，期冀通过购买成熟产品或照搬现成成果来达到目标，而并未将信息化和业务紧密结合为一个整体，将建设工作当作一个系统工程来对待。……
