南京市妇幼保健院2014—2018年《出生医学证明》管理现状及对策分析

[摘要] 目的 分析南京市妇幼保健院2014—2018年《出生医学证明》的签发情况和管理现状，探索进一步提高《出生医学证明》管理质量的策略。方法 收集2014—2018年度南京市妇幼保健院上报的《出生医学证明》年度管理使用情况报表，对签发、换发、补发、废证情况进行统计和分析。结果 南京市妇幼保健院近5年当年出生首次签发率在94.49%～96.47%之间，平均为95.40%，换发率0.64%，补发率2.84%，废证率0.63%，均达到国家标准。结论 南京市妇幼保健院《出生医学证明》管理工作较为规范，将进一步探索针对性的管理措施，提高管理质量和效率。

Management Status and Countermeasures of "Medical Birth Certificate" in Nanjing Maternal and Child Health Hospital from 2014 to 2018

[Abstract] Objective To analyze the issuance and management status of Birth Medical Certificate of Nanjing Maternal and Child Health Hospital from 2014 to 2018， and to explore strategies to further improve the management quality of Birth Medical Certificate. Methods Collect the annual management and use report of "Medical Birth Certificate" reported by Nanjing Maternal and Child Health Hospital from 2014 to 2018， and make statistics and analysis on the issuance， reissuance， reissue， and revocation of certificates. Results The first issuance rate of births of Nanjing Maternal and Child Health Hospital in the past five years was between 94.49% and 96.47%， with an average of 95.40%， a reissue rate of 0.64%， a reissue rate of 2.84%， and a revocation rate of 0.63%， all meeting the national standard. Conclusion The management of the Birth Medical Certificate of Nanjing Maternal and Child Health Hospital is relatively standardized. It will further explore targeted management measures to improve the quality and efficiency of management.

《出生醫学证明》是根据《中华人民共和国母婴保健法》，由接产医院依法出具的、证明新生儿出生时状态、血亲关系及申报国籍、取得户籍身份的法定医学证明[1]，具有极高的身份证明价值，是重要的法律依据，所谓“人生第一证”。近年来，南京市妇幼保健院不断加强和完善《出生医学证明》的签发管理工作，但随着全面二孩政策的实施，分娩量持续上升;出国留学、移民等现象日益频繁，各使领馆对《出生医学证明》的核查日益严格;儿童入学、入托对《出生医学证明》的要求也越来越高;其更是司法机关裁定儿童出生信息、遗产继承等各项工作的法定依据，使得《出生医学证明》相关的签发、换发、补发工作日益繁杂，管理工作面临严峻考验。因此，如何加强《出生医学证明》的管理工作，使其更加科学、规范、高效，切实维护法律证件的严肃性和法律效力，同时有效提高妇幼保健的工作效率，更好地为公众服务，是值得探索和研究的课题。……
