“一带一路”倡议下中国企业对印尼农业投资实践与启示

[摘要]农业“走出去”是确保国家粮食安全和重要农产品有效供给的战略需求，印度尼西亚是东南亚最大的经济体，与我国农业投资环境具有很强的互补性和极强的合作潜力。从多方面分析印尼农业投资的环境，从双方的差异性和互补性出发探究双方农业合作的基础。以S公司为例，并从深入市场调研，了解投资环境;承担社会责任，融入印尼市场;加强技术创新，注重长远发展三方面具体阐述。建议企业要掌握国内相关政策，适应印尼法律环境复杂性;积极开展市场调研，提高风险防范能力;加强经营管理，有效控制成本;重视文化差异，积极培养国际化人才。通过研究S公司对印尼农业投资，对于充分利用两个市场，两种资源，实现可持续发展都具有重要意义。

Practice and Enlightenment of Chinese Enterprises' Investment in Indonesian Agriculture

under the Belt and Road Initiative——Taking S Co.， Ltd. as an Example

Abstract： “Going out” in agriculture is a strategic need to ensure national food security and effective supply of important agricultural products. Indonesia is the largest economy in Southeast Asia and has strong complementarities and strong potential for cooperation with Chinas agricultural investment environment. The article analyzes the agricultural investment environment in Indonesia from various aspects， and explores the basis of China-Indonesia agricultural cooperation from the differences and complementarities between the two countries. The article takes S  Co.， Ltd. as an Example ， and elaborates from three aspects： understanding the investment environment from in-depth market research; undertaking social responsibility and integrating into the Indonesian market; strengthening technological innovation and focusing on long-term development. At the end of the article， companies are advised to master relevant domestic policies and adapt to the complexity of the Indonesian legal environment; actively conduct market research to improve risk prevention capabilities; strengthen business management and effectively control costs; attach importance to cultural differences and actively cultivate international talents. The article studies the investment of S in Indonesian agriculture， which is of great significance to fully utilize the two countries and two resources and to fully realize the sustainable development strategy.

《國家粮食安全中长期规划纲要》指出“加快实施农业走出去战略，建立持续稳定的粮食安全保障体系”。2019年2月19日，中共中央、国务院印发了《关于坚持农业农村优先发展做好“三农”工作的若干意见》，《意见》文件结合当下我国农业发展出现的新问题提出了新的要求，强调要加快推进农业“走出去”，加强与“一带一路”沿线国家的农业国际合作。粮食安全问题关乎国家命脉，实施农业“走出去”对于维护我国的粮食安全具有重要意义。

一、中国印尼农业合作基础

印度尼西亚共和国（以下简称印尼）处于亚洲与澳洲两大洲之间，热带海洋性气候明显，四季温度变化不大，平均可以达到25—27℃，气候特征总体上可以概括为雨量充沛、空气潮湿、气温较高、风力较小。……
