新时代体育社会组织参与四川省农村社区体育治理的困境与机遇

摘  要：本研究基于新时代我国体育工作改革和发展的目标，审视了新时代体育社会组织参与四川省农村社区体育治理的困境，主要包含：政府主导下的多元主体参与局面的形成存在阻碍，健身指导服务供给行政化趋势尚未得到改善，体育健身活动供给的持续性缺失，经费供给过度依赖政府部门，四川省农村社区公共体育治理的运行机制不完善。分析了新时代体育社会组织参与四川省农村社区体育治理面临的机遇，主要包含：新时代的体育战略目标优化政府组织出台社区体育政策的内容和主题，催化社区体育社会组织独当一面，为社区体育治理营造健康的发展环境，为社区体育治理提供可持续发展机遇。以期为体育类社会组织参与农村社区体育治理的科学化、组织化程度等方面提供策略参考、建议与启示。

Difficulties and Opportunities for Sports Social Organizations to Participate in Sports Governance in Rural Communities in Sichuan Province in the New Era

Abstract： Based on the goals of the reform and development of China's sports work in the new era， this study examined the predicament of sports social organizations participating in sports governance in rural communities in Sichuan Province in the new era. It mainly includes the obstacles to the formation of a multi-subjective participation situation led by the government， and fitness guidance services. The administrative trend of supply has not been improved， the continuity of the supply of physical fitness activities is lacking， the supply of funds is overly dependent on government departments， and the operating mechanism of public sports governance in rural communities in Sichuan Province is not perfect. Analyzes the opportunities that sports social organizations in the new era are facing in participating in the sports governance of rural communities in Sichuan Province， including： the strategic goals of sports in the new era， optimizing the content and themes of community sports policies issued by government organizations， catalyzing community sports social organizations to be independent， and serving the community sports governance Create a healthy development environment and provide sustainable development opportunities for community sports governance. With a view to providing strategic references， suggestions and inspiration for sports social organizations participating in the scientific and organizational level of rural community sports governance.

新时代， 我国体育发展方式正经历着由外向型的国家体育向内向型的公共体育转换， 这种转换是基于中国体育发展的现实：从竞技体育到大众体育、从为国争光到全民健身， 从单一城市体育到城乡和谐体育发展， 而这些都突显出新时代体育的为民性与广泛性[1]。为推进健康中国建设，提高人民健康水平，中共中央、国务院于2016年10月25日印发并实施《“健康中国2030”规划纲要》。国务院办公厅于2019年9月2日印发《体育强国建设纲要》，提出了新时期我国体育工作改革和发展的目标与任务。……
